5199ORDINANCE NO. lgy AN ORDINANCE APPROVING A PROPOSED INDENTURE BErNEEN THE CITY OF LITTLE ROCK. ARKANSAS AND THE UNITED STATES OF AMERICA; AUTHORIZING THE EXECUTION ON THE PART OF THE CITY OF LITTLE RCCK, AND FOR OTHER PURPOSES BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE' ROCK, ARKANSAS SECTION I. That the proposed indenture between the City of Little Rock and the United States of America, acting by and through the Federal Emergency Administrator of Public Works, under and sub - II ject to the terms of which the City y o Little Rock '.vi 11 agree to pay to the United States additional rent for the use and occupancy of a combination administrative building and airplane hanger to be con- structed by the United States on property known as the Little Rock Air depot, a copy of which indenture is filed among the public records of the City Council of the City of Little Rock in the office of the , and which indenture is hereby made a part the..�.:e. f be and the same is hereby in all respects approved. -2- SECTION 2. That the Mayor of said City of Little Rock is hereby authorized and directed, upon the completion of said combin- ation administrative building and airplane hangar, to execute such indenture, with such appropriate changes and insertions as the United States may require or approve, in quadruplicate on behalf of the City of Little Rock, and the Clerk of said City be and he is hereby authorized and directed to impress or affix the official seal of said City to each of said four copies of said indenture, and to attest such seal. SECTION 3. That the City Clerk be and he is hereby authorized and directed, upon execution of four copies of the said indenture as executed on behalf of said City, to forthwith forward same to the Federal Emergency Administration of Public works, Washington, D. C. SECTION 4. That said Clerk be and he is hereby authorized and directed to forthwith send to said Federal Emergency ,Administra- tion of Public Works two certified copies of the proceedings of the City Council in connection with the adopting of this Ordinance, in- cluding the Ordinance itself, and such other documents or proofs in connection with the approval and execution of said indenture as may be required by said Federal Emergency Administration of Public t''orks. SECTION 5. That whereas there are large numbers of unemployed in the City of Little Rock and considerable sums of money are being expended for the relief of such unemployed persons; Whereas the Indenture hereinabove referred to will result in the expenditure of funds by the United States of America in the em- ployment of Labor, thereby reducing the number of unemployed; yereas the rapid development of air transportation without adequate flying facilities has greatly increased the dangers inci- dental thereto; Whereas said Indenture will enable the City of Little Rock to obtain the use of a combination administrative building and airplane hangar, thereby reducing the hazards incidental to air transporta- tion; and 4hereas it is necessary for the preservation of the public peace, health and safety that this Ordinance shall become effec- tive without delay: an emergency is hereby declared to exist and this Ordinance w all go into immediate operation and shall become effective from and after its passage and approval.
