IF IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCY:
Section 1. That the vocation, occupation or business of
going about the city soliciting orders through the sale of coupons, or
othertise, for portrait photographic trork, enlargements, and tinted
portraits in crater colors or in oils, by non - resident photographers not
having a. perr..anently established place of business within this city, is
hereby declared to be a privilege a,nd taxable for the use of the general
revenue fund, and the rate of tax upon such privilege shall be as hereinafter
fired; the privilege tax so fixed shall be :aid to the city collector who
shall issue his receipt therefor ti:hen satisfied that the applicant is a.
non - resident itenerant photographer K thin the meaning of this aadinance.
The receipt so issued may be cancelled by the clerk at anytime before its
expiration on a showing that same was procured through fraud or misrepre-
sentations.
Section 2. That for the purpose of this ordinance the term "itene-
rant non- resident photographer" is defined as any person, firm or corpor-
ationj engaged in the business of going about the city soliciting orders
through the sale of coupons, or otherwise, for portrait photographic cork,
enlargements or portraits, and tinted portraits whether in eater colors or
in oils, and not having v.1thin this dh= a permanently established and
bona fide place; of business of at least six months standing before applying
for the licens permit to do business, and the term "portrait" is defined es
any picture of a human being.
Section 3. That in addition to the tax herein provided, and before
the licens shall issue, the city clerk shall require the applicant to make
and file in his office a good and sufficient surety bond, signed by sowe
reputable surety company licensed to transact business in this state, payable
to the City of Little Rock for the use of any person in the sum of $1,000,
conditioned upon the faithful performance of all contracts entered into
between the applicant for licensr and others, said bond to run for two years
from and after its date.
Section 4. That the rate of taxation or licens fee shall be as
follors: (a), on each traveling non - resident photograph gallery (whether

on Wheels, ponies, or in building), artist, or photographer, the sum of
$150 per annum, payable annually in advance; (b), for each solicitor or
canvasser connected therewith, the sum of $25 per annum, payable annually
in advance; (c), for each one hundred portrait photographs or tintypes, or
fraction thereof, made or exposed vzthin the corporate limits ( whether the
work shall be finished in this state or not) the sum of t10, payable on
Monday of each week.
Section 5. That it shall be unlawful for any person, firm or
corporation to exercise any of the foregoing privileges before complying
with the severe) provisions of this ordinance; and anyone exercising any of
the foregoing privileges Without paying the tax herein prescribed shall be
guilty of a misdemeanor, and shall, upon conviction, be fined in any sun not
less than $10 nor more than $50 per day for each day such privilege is
exercised without first having fully complied with the provisions of this
ordinance.
Section 6. It is hereby made the duty of the city attorney to
file charges and prosecute all violations of this act brought to his
notice.
Section 7. That all ordinances in conflict herewith are hereby
repealed; that the provisions of this ordinance are deemed to be necessary
for the immediate preservation of the public health, peace and safety, an
emergency is hereby declared to exist by reason thereof; and this ordinance
shall be in full force and effect from and after its passage and approval.
