BOOM- 9; DEFINING THE AUTHORI TY AND DUTIES THEREOF; AM-11D., FOR OTHER
PURPOSES
WHEREAS, Under the new relief and public works set -up of the
Federal Government, large sums of money will be available to munici-
palities for the construction of new public buildings, for the im-
provement of existing buildings, and for the creation and erection
of various classes of public improvements; and
4HEREAS, It is the belief of the City Council that prompt and
efficient action in regard to the collection of data in regard to the
proposed improvements will aid the City of Little Rock materially in
securing its share of these grants from the federal government; and
WHEREAS, To properly preoare the data necessary in regard to
the improvements most needed, the probable cost, the proper method
of financing, the preparation of preliminary plans, will require a
great amount of time and study; and
WHEREAS, The City of Little Rock does net at this time have a
proper means for efficiently and promptly handling this work, and
WHEREAS, The council believes this to be an emergency and that
for the best interest of the City and its citizens an agency should
be set up to whom this responsibility may be delegated,
Now, Therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK
SECTION 1. Thatf" there is har lb�y� ,,created an agency to be known

as the "Little Rock!g- ublic___W6rks Coordination Board" to be composed
of five members,
Three of said members shall be appointed by the Ivayor with the
advice and consent of the City Council. ['he terms of each of the
three (3) said members shall be for a period of two (2) ,years.
The Mayor and the City Attorney shall be ex- officio members of
said Board.
SECTION 2. Full authority is hereby granted to said board to
proceed immediately to make a survey to determine the number and

nature of projects the City should request grants, loans, and /or aid
in any form from any of the Federal agencies now in existence or here-
after created.
Said board shall prepare such data as is necessary to meet the
requirements imoosed by any Federal agency in reference to the secur-
ing of any such grant, loan and /or aid from such agency.
Said board shall determine on what projects, grants, loans and/
or aid shall be requested from the Federal government under any of the
Acts of Congress authorizing such aid to municipalities in any form.
Said board shall take all steps as may be necessary to perfect-
ing plans, specifications, and applications which the Federal agencies
or their proper representatives may require.
Said board shall take all such action as may be necessary to
filing such applications with the proper Federal agency or its proper
representatives.
SECTION 3. Said board shall have no authority to obligate the
City in any way for the payment of any money from the City Treasury
or from the general revenues of the City; it being expressly under-
stood that said board shall have authority only to make contracts, af-
ter approval by the City Council, in regard to the obtaining and then
the disbursing (subject to Federal law and proper regulation of the
Federal Department making the grant, loan any. /or aid) of the funds so
received from the Federal government in the form of grants, loans and/
or aid for the construction and /or improvement of public improvements.
SrCTION 4. Immediately up on the passage and approval of this
ordinance the Mayor shall proceed to name the three (3) members of
the commission so provided for.
ACTION 5. Immediately upon the app � tme t and co irmati on of

ge� shall proceed to organize and make and publish such rules as
it may deem necessary and proper for the carrying out of the duties
herein imposed.

SECTION 6. The members of said board shall serve without com-
pensation.

SECTION Whereas,. funds available from the Federal government
will be allocated to various municipalities at an early date, and
prompt action should be taken by the City in order to secure its
share of such funds; and whereas, the fun's secured thereby will aid
in immediately relieving unemployment in the ;ity of Little Nock; an
emergency is hereby declared to exist, and this ordinance is found to
be necessary for the preservation of the public peace, health and
safety and the same shall be in full and immediate force and effect
from and after its passage and approval.
