AN ORDINANCE AU7ACRIZING THE CHIEF OF POLICE TO ISSUE SPECIAL
COP1MISSIONS AS SPECIAL POLICE OFFICERS TO E. L. WORSHAb? AND M.
HOLIMAN WITHOUT RESPONSIBILITY FOR TH7 ACTIONS OF SUCH MEN
AS SPECIAL OFFICERS BEING ASSU?ViED BY THE CITY; AND FOR OTHER
PURPOSES
WHEREAS, The residents residing in the following described
territory to -wit:
From the North property line of Wright Avenue to the South
property line of Twenty -fifth street and
From the East property line of High Street to the `vest prop-
erty line of Battery Street
have signified their intention of employing E. L. Worsham and M. W.
Holiman as special night officers to watch the property of the prop-
erty owners residing in said territory; and,
WHEREAS, In order to fully perform their duties the said E. L.
Worsham and M. W. Holiman should have the authority to make arrests
while on duty in said territory,
Now, Therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK
SECTION 1. The Chief of Police is hereby authorized to issue
commissions to the said E. L. ' "Worsham and M,. Vv. Holiman as special
police officers with authority to carry a gun and to make arrests
within the above described territory in order that they may fully
serve the residents of said territory who have evidenced their de-
sire of employing said men; it being expressly understood however
that the City assumes no responsibility for the employment of said
men or for their actions as they are and it is hereby determined that
they are acting solely as the agents of the parties employing them.
