BE IT ORDAIIM BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANZS AS . SECTION 1, The N ayor and the Board of Public Affairs of the City of Little Rock are hereby authorized and empowered to take such action as is necessary for the preparation and filing of an y application for a Loan and Grant from the Federal Emergency xdmin- istration of Public Works for the construction of a municipal audi- torium for the City of Little Rock, Arkansas, at a cost not to exceed A One IvTillion Dollars ($1,000,000.00) . 0° SECTION 2. Said 1dayor and Board of Public Affairs are fur- ther authorized and empowered to make all such contracts as may be necessary for the filing of said application and for securing said Loan and Grant and for the construction and completion of said building in the event said Loan and Grant is authorized by the Fed- eral Emergency Administration of Public 'a'orks. SECTION 3. Whereas, the time for filing of applications for securing loans and grants from the Federal Emergency Administration of Public works will expire on September 16th, an emergency is hereby declared to exist for reea) n t =ereof and this Ordinance is found to be necessary for the immediate preservation of the public peace, health and safety and the same shall be in full force and effect from and after its passage and approval. Little Rock, Arkansas August 26, 1935 To The Members of the City Council of the City of Little Rock, Arkansas Gentlemen: The Board of Public Affairs has had under consideration for some time a program to secure for Little Rock a Municipal Auditorium. We find from our investigation that at this time the Federal Government, acting through the Federal Emergency :administration of Public Works, is assisting municipalities throughout the United States in constructing useful and perman- ent public buildings. The program of the Public Vorks Adminis- tration is very attractive at this time in view of the fact that it will make a Grant to those municipalities taking advantage of its Public Jorks program of 45% of the total cost of the building. After much study and investigation, we find that a suitable auditorium for the City of Little Rock should be erected at a cost not to exceed $1,000,000.00. This is the kind of a project that could be reasonably included in the Public Works program, and we believe that all steps necessary should be taken in order that the City of Little Rock may take advantage of this oppor- tunity. For the above reasons we are recommending to your Body that we be authorized to take such steps and file such applications as may be necessary to properly present the application to the Public :corks Administration for the construction and building of a municipal auditorium and it is understood that the cost would in no event exceed $12000,000.00, including the Grant that the Government would make to the City.
