ORDINANCE NO. !T
AN ORDINANCE AUTHORIZING THE BOARD OF PUBLIC AFFAIRS OF
THE CITY OF LITTLE ROCK, ARKANSAS, TO ADVER-
TISE FOR AND RECEIVE BIDS FOR THE CONSTRUCTION
OF THE WATER PIPE LINE FROM THE DAM SITE ON
ALUM FORK TO THE CITY OF LITTLE ROCK AND AU-
THORIZING THE PAYMENT OF THE EXPENSE THEREFOR;
TO AUTHORIZE THE BOARD OF PUBLIC AFFAIRS' TO
LET CONTRACTS UPON THE BIDS SO RECEIVED TO THE
LOWEST RESPONSIBLE BIDDER; TO AUTHORIZE PAYMENT
FOR THE CONSTRUCTION OF SAID PIPE LINE; TO
AUTHORIZE THE PURCHASE AND OBTAINING OF RIGHT -
OF -WAY FOR SAID PIPE LINE AND THE PAYMENT OF
THE PURCHASE PRICE THEREFOR; AND FOR OTHER PUR-
POSES.
WHEREAS, the City of Little Rock has completed
its plans for the construction of a pipe line from the dam
site selected by the project engineers on Alum Fork to the
receiving basins in the city of Little Rock; and
YYHEREAS, it is now the duty of the Board of
Public Affairs under proper authorization from the City
Qouneil to advertise for bids for the construction d said
pipe line and to let the contract to the lowest responsible
bidder and for-the Mayor and City 'Treasurer to pay for the
work done in constructing said pipe line upon proper esti-
mates from the project engineers as the work progresses.
NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITHE ROCK,
ARKANSAS:
Section 1. That the Board of Public Affairs be
and they are hereby authorized to advertise for bids in such
papers, trade journals and periodicals as they may deem ad-
vantageous to the City of Little Rock in securing proper bid -
ding for the construction of the water pipe line from the dam
site on Alum Fork to the City of Little Rock in accordance
with the plans and specifications therefor as prepared by the
project engineers for the City of Little Rock; and upon re-
ceipt of said bids the said Board of public Affairs is hereby
authorized to award a contract or contracts to the lowest

responsible bidders for said construction.
The ALayor and the City Treasurer are hereby au-
thorized to make payment for the work done upon said con-
tracts upon estimates furnished by the project engineers
from the Dater Supply Construction Fund of the City of Little
Rock.
Section 2. The Board of Public Affairs be and
they are hereby authorized to enter into contracts, with the
advice of the project attorney, for acquiring the right -of-
way for said pipe line.
The mayor and the City Treasurer are hereby au-
thorized to pay the cost of said right -of -way in accordance
with the contracts so entered into by the Board of rublic
Affairs from the hater Supply Construction Fund of the City
f .. of Little Rock.
Section 3. It is found and declared that it is
urgent that the contracts be now advertised for and let for
the construction of -tie pipe line and that the right -of -way
for said pipe line be acquired by the City at the earliest
possible date in order to expedite the employment of the un-
employed in the City of Little Kock and for the securing of
new and better water for the inhabitants of the City of Lit-
tle Rock and for industrial uses. To that end the immediate
operation of this ordinance is necessary for the preservation
of the public peace, health and safety; an emergency is de-
clared to exist and this ordinance shall take effect and be
in force on and after its passage.
