ORDINANCE NO. 5360,
AN ORDINANCE AUTHORIZING THE BOARD OF PUBLIC AFFAIRS OF
THE CITY OF LITTLE ROCK, ARKANSAS, TO ADVERTIZE
FOR AND RECEIVE BIDS FOR CONTRACT NUMBER TWO,
SAME BEING THE EARTH DAM AND SPILLVvAY, AND FOR
CONTRACT NUMBER THREE, SAME BEING U.S. FOREST
ROAD RE- LOCATION IN CONNECTION WITH THE NEW
SOURCE OF VYATER SUPPLY TO THE CITY OF LITTLE
ROCK ON ALUM FORK OF' SALINE RIVER, AND AUTHOR -
IZING ThE PAYMENT OF THE EXPENSE THEREFOR; TO
AUTHORIZE THE BOARD OF PUBLIC AFFAIRS TO LET
CONTRACTS UPON THE BIDS FOR SAID SEVERAL JOBS
TO THE LOVvEST RESPONSIBLE BIDDERS; TO AUTHOR-
IZE THE PAYMENT FOR THE CONSTRUCTION THEREOF;
AND FOR OTHER PURPOSES.
WHEREAS, the City of Little nock has completed its
plans for the construction of the earth dam and spillway and
for the construction of the U.S. Forest road re- location in
connection with its new source of water supply on Alum Fork
of Saline River; and
VwHEREA5, it is now the duty of the Board of Public
Affairs under proper authorization from the City Couneil to add
vertise for separate bids for the construction of said earth
dam and spillway and U.S. forest road re- location and to let
separate contracts to the lowest responsible bidders, and for
the Mayor and City Treasurer to pay for the work done in said
construction, upon proper estimates from the project engineers
as the work progresses. NOW THEREFORE,

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK,
ARKANSAS:
Section 1. That the Board of Public Affairs be and
they are hereby authorized and directed to advertise for bids
in such papers, trade journals, and periodicals as they may
deem advantageous to the Dity of Little Rock in securing proper
bids for the construction of the earth dam and spillway and
for the construction of the U.S. forest road re- location in

accordance with the plans and specifications therefor, as
prepared by the project engineers for the City of Little Rock;

and upon receipt of said bids the said Board of Public Affairs
is hereby authorized to award the contract or contracts to the
lowest responsible bidders for said construction.
The Mayor and City Treasurer are hereby authorized to
make payment for the work done upon said contracts upon estimates
furnished by the project engineers from the eater Supply Construe -
tion Fund of the City of Little Hock.
Section 2. It is found and declared that it is urgent
that said contracts be how advertised for and let for the construc-
tion of said earth darn and spillway and said U.S. forest road re-
location at the earliest possible date in order to expedite the
employment of the un- employed in the City of Little Rock, and the
securing of new and better water for the inhabitants of the City
of Little Rock, and for industrial uses. To that end the immediate
operation of this ordinance is necessary for the preservation of
the public peace, health and safety; an emergency is declared to
exist and this ordinance shall take effect and be in force on and
after its passage.
