ORDINANCE No. 5404
AN ORDINANCE AUTHORIZING THE BOARD OF PUBLIC
AFFAIRS OF THE CITY OF LITTLE ROCK, ARKANSAS,
TO ADVERTISE FOR AND RECEIVE BIDS FOR CONTRACT
NUYiBER FOUR, THE SAiJiE BEING FOR TAE CLEARING
OF THE RESERVOIR SITE OF THE NEVV SOURCE OF
WATER SUPPLY TO THE CITY OF LITTLE ROCK ON THE
ALUM FORK OF THE SALINE RIVER, AND AUTHORIZING
THE PAYKENT OF THE EXPENSE THEREFOR; TO
AUTHORIZE THE BOARD OF PUBLIC AFFAIRS TO LET
CONTRACTS UPON THE BIDS FOR SAID JOB TO THE
LO9EST RESPONSIBLE BIDDER; TO AUTHORIZE THE
PAYMENT FOR SAID YORK; AND FOR OTHER PURPOSES.
6HEREAS, the contracts numbered one, two, and
three have been let for the construction of the pipe -line,
earth dam and spillway, and the relocation of the U. S.
Forest Road, and the work thereon has progressed to a
point where it now becomes necessary to prepare the site
of the proposed reservoir for its use as a lake,
WHEREAS, the City of Little Rock has completed
its plans for the clearing of the reservoir site in con-
nection with the new souree of water supply on Alum Fork
of Saline River, whichplans require the clearing and
grubbing of 380 acres of land and clearing of 920 acres,
avEREAS, it is now the duty of the Board of
Public Affairs under proper aitthorization from the City
Council of the City of Little Rock to advertise for
separate bids for the clearing of the reservoir site and
to let a contract to the lowest responsible bidder, and
for the mayor and City Treasurer to pay for the work
done, upon proper estimates from the project engineers
as the work progresses, NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF` THE CITY
OF LITTLE ROCK, ARKANSAS:
Section 1. That the Board of Public Affairs be
and they are hereby authorized and directed to advertise
for bids in such papers, trade journals, and periodicals

as they may deem advantageous to the City of Little Rock
in securing proper bids for the clearing of the reservoir
site in accordance with the plans and specifications there-
for as prepared by the project engineers for the City of
Little Rock, and upon receipt of said bids the said
Board of Public Affairs is hereby authorized to award the
contract or contracts to the lowest responsible bidder or
bidders for said work. The Mayor and City Treasurer are
hereby authorized to make payment for the work done upon
said contract or contracts upon estimates furnished by
the project engineers from the Water Supply Construction
Fund of the City of Little Rock.
Section 2. It is found and declared that it is
urgent that said contract now be advertised for and let
for the clearing of the reservoir site at the earliest
possible date in order to expid.ite the employment of the
unemployed persons in the City of Little Rock, and the
securing of new and better water for the inhabitants of
the City of Little Rock, and for industrial uses. To that
end the immediate operation of this ordinance is necessary
for the preservation of the public peace, health and
safety; an emergency is declared to exist and this ordin-
ance shall take effect and be in force on and after its
passage.
