ORDINANCE NO. 5448.
AN ORDINANCE AUTHORISING THE BOARD OF PUBLIC AFFAIRS OF THE
'CITY OF LITTLE ROCS, ARKANSAS, TO ADVERTISE AND RE-
CEIVE BIDS FOR CONTRACT NO. 59 THE SAME BEING FOR
THE CONSTRUCTION OF AN EARTH DAM, SPILLWAY, OUTLET
TOWER AND NECESSARY CLEARING THEREFOR IN CONNECTION
WITH THE AUXILIARY RESERVOIR FOR THE NBW SOURCE OF
WATER SUPPLY TO THE CITY OF LITTLE ROCK, AND AUTHOR-
IZING THE PAYMENT OF THE EXPENSE THEREFOR• TO AUTHOR-

UPON THE BIDS THEREFOR TO THE LO11l�'
BIDDER; TO AUTHORIZE THE PAYMENT FOR TEE CONSTRUCTION
THEREOF AND FOR OTHER PURPOSES.
IHEREAS, the City of Little Rock has completed plans
and specifications for the construction of an earth dam, spill-
way and outlet tower for impounding water in the auxiliary reser-
voir in connection with its new source of water supply; and

WHEREAS, it is now the duty of the-Board of Public Af-
fairs under proper authorization from the City Council to adver-
tise for bids for the construction of ..said earth dam, spillway,

responsible bidder and fob the Mayor and the City Treasurer to
pay for the work done in said construction upon proper estimates
from the project engineers as the work progresses.
NOW, THEREFORE, BE IT ORDAINED BY THE CITE COUNCIL OF
THE CITY OF LITTLE ROCK, ARKANSAS:
Section 1. That the Board of Public Affairs be and
they are hereby authorized and directed to advertise for bids in
such papers as they may deem advantageous to the City of Little
Rock in securing proper bids for the construction of said earth

the plans and specifications therefor as prepared by the Project
Engineers for the City of Little Rock; and upon receipt of sal'
bids said Board of Public Affairs is hereby authorized to award
the contract to the lowest responsible bidder for said construe-
tion.
The Mayor and City Treasurer are hereby aut )aorized to
make payment for work done upon said contract upon estimates fur

nished by the Project Engineers from the Water Supply Construe-
tion Fund of the City of Little Rock.
Section 2. It is found and declared that it is urgent
that said contract be now advertised for and let for the construc-

the earliest possible date in order to expedite the employment
of the unemployed of the City of Little Rock, and the securing
of new and better water for the inhabitants of the City of Little
Rpck and for industrial uses. To that end the immediate operation
of this ordinance is necessary for the preservation of the public
peace, health and safety; an emergency is declared to exist and
this ordinance shall hke effect and be in force on and after its
passage.
