5464ORDINANCE NO. 5464 AN ORDINANCE TO REQUIRE A PERMIT AND TO PROVIDE FOR THE INSPECTION OF ICE CREAK SOLD IN THE CITY OF LITTLE ROCK, MANUFACTURED OR FROZEN BY THE OWNERS OF COUNTER FREE7ERS, REQUIRING A PERMIT FOR THE MANUFACTURE THEREOF, PROVIDING FOR AN IdSPECTION FEE, AND SETTING A MINIMUM STANDARD FOR ALL ICE CRE?d. Be t orde.ined by the City Council of the City of Little Rock. SECTION 1. Any person, firm or corporation now using or desiring to install a counter ice cream freezer in the City of Little Rock shall apply to the City Health Officer for a permit for such purpcs e. Within three days the City Health Officer shall inspect his, her or its premises and equipment and if satisfied of the sanitary conditions he shall issue a permit to said applicant after same has paid an annual inspection fee of $20.00 to the City Collect- or. Said permit shall be countersigned by the City Collect- or and shall be due and payable on or before August 25th and expire August 26th of each year. SECTION 2. It shall be the duty of the City Health Officer to regularly inspect all counter ice cream freezers, collect samples of the ice cream mix and ice cream for laboratory analysis. SECTION 3. All ice cream sold in the City of Little Rock, Arkansas, regardless cf how manufactured, shall contain not less than 10% by weight of milk fat, and not more than 0.7 of 1% by Weight of stabilizer, provided that if the ice cream is made with fruit, fruit juices, candy or nut meats the milk fat content may be a minimum of e. In no case shall ice cream weigh less than 44 pounds per gallon. The bacterial plate count at no time after pasteurization and until time of delivery shall exceed 50,000 per gram. Sec. 4. The inspection of ice cream being necessary for the public peace health and safety, an emergency is hereby declared to exist, and this ordinance shall be in full force and effect from and after kkft it's passage.
