5511(LEVYING TAX - NEGRO RECREATION PARK) ORDINANCE N0. 5511 AN ORDINANCE LEVYING A TAX FOR THE PAYMENT OF PRINCIPAL AND INTEREST OF A BOND ISJTE OF $15,000.00 FOR THE PURPOSE OF PAYING PART OF CONS`1'RUCTION AND EQUIPMENT COST OF AND FOR THE PURCHASE CP A PARK TO BE USED AS A NEGRO RECREATION PARK. uTHEREAS by Ordinance No. 5398 eleventh passed on the /tom day of December 1936 the Council of The City of Little Rock submitted to the qualified electors of the said City the question of whether or not the City should issue bonds in the amount of X15,000.00 for the purpose of paying part of construction and equipment cost of and for the purchase of a Park to be used as a Negro Recreation Park. Whereas, said election was duly and lawfully held and conducted on the 26th day of January, 1937, after proper notice thereof given and published for the time and in the manner re- quired by law, at which election 1588 qualified electors voted in favor of the issuance of such bonds, and 442 qualified electors voted against the issuance of such bonds. NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF ThE CITY OF LITTLE ROCK ARKANSAS: Section 1. In order to pay the principal and interest on the bond issue of X15,000900 authorized at a special election held in the City of Little Rock on the 26th day of January, 1937, for the purpose of paying part of construction and equipment cost of and for the purchase of a Park to be used as a Negro Recreation Park, there is hereby levied upon all the real and personal property within the said City a special tax of 605 mills upon each dollar of assessed valuation thereof for each of the years 1937 to 19610 inclusive, being a sum sufficient to pay said bonds and interest as they mature, with a reasonable amount added for unforseen con- tingencies, said tax to be collected starting in the calendar year 1937. The City Clerk is directed to transmit a copy of this ordinance to the County Clerk of Pulaski County to the and that said taxes may be extended on the taxbooks of said county and collected annually along with the other taxes until the said bonds and interest thereon are paid in full. Section 3, It is ascertained and declared that by reason of the present economic conditions many citizens of the City are out of work,, and the improvements herein provided would furnish wort for a large number of persons and thereby add to the peace and happiness of the City; further, that the lack of a Negro Recreation Park endangers the peace, health and safety of the residents of said City. It is, therefore, declared that an emergency exists, that this ordinance is necessary for the immediate preservation of the public peace, health and safety, and that this ordinance shall tame effect and be in force from and after its passage.
