AN ORDINANCE AUTHORIZING THE TREASURER OF THE CITY OF LITTLE ROCK TO ACCEPT ALL MONEY REALIZED BY THE CITY BY THE SALE OF $259000 OF BONDS FOR THE CONSTRUCTION AND E�,UIP'r- -.ENE OF AN ADDITION TO THE CITY LIBRARY: AUTHORIZING THE BOARD OF PUBLIC AFFAIRS OF THE CITY OF LIT1TLE ROCK TO MAKE ALL NECESSARY CONTRACTS FOR THE CONSTRUCTION, EJUIPMT AND COMMETION OF SAID ADDITION TO THE CITY LIB'IARY; AND PROVIDING FOR THE DISBURSF�I' TRWT OF SAID FUNDS, AND FOR OTHER PURPOSES. 'vMREAS, the City of Little Rock has sold $25,000 of bonds for the purpose of paying part of the cost of construction and equipment of an addition to the City Library, NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. That the City Treasurer of the City of Little Rock is hereby authorized and directed to receive from 'Walton- Sullivan & Company � .205 for the purchase of $25,000 of the bonds sold by the City of Little Rock for the purpose of paying part of the cost of construction and equipment of an addition to the City Library, which said sum shall be deposited by the city Treasurer in an account to be known as 'Addition to City Library Fund". Section 2. That the Board of Public Affairs is hereby directed and empowered to proceed immediately to make all necessary contracts and agreements and to do all things necessary for the con- struction and equipment of said addition to the City Library, and to pay all costs of said project, including fees for architect and attorneys. Provided, however, that said Board of Public Affairs shall have no power to make contracts or expenditures for the con- struction and equipment of said Addition to City Library obligating the City of Little Rock for a sum greater than $24,750. Section 3. That the payments for the construction and equipment of said addition to City Library under contracts made by the Board of Public Affairs shall be made only after said Board of Public Affairs has approved in writing all requisitions for dis- bursements; such approved requisition or requisitions shall be for- warded to the City Treasurer, who shall, upon obtaining the approval of such requisition or requisitions, issue a check or checks in the proper amount against "Addition to City Library Fund ", and said check or checks when signed by the City Treasurer shall be presented to the Mayor who shall countersign said check or checks, and the depository holding said funds shall then honor said check or checks, Section 4. It is ascertained that the lack of an adequate City Library in the City of Little Rock endangers the health and safety of the inhabitants of said City, and this Ordinance being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist and this Ordinance shall take effect and be in force from and after its passage, Passed: January 17th, 1939 APPROVED: Mayor ATTEST: City Clerk
