AN ORDINANCE AUTHORIZING THE TREASURER OF THE CITY OF LITTLE ROCK TO ACCEPT ALL MONEY REALIZZED BY THE CITY BY THE SALE OF $159000.00 OF BONDS FOR THE PURCHASE OF A PARK TO BE UaED A3 .A NEGRO RECREATION PARK AND TO PAY PART OF THE CONSTRUCTION AND E�UIPItirIEAIT COST: AUTHORIZING THE BOARD OF PUBLIC AFFAIR:3 OF THE CITY OF LITTLE ROCK TO MAKE ALL NECESSARY CONTRACTS FOR THE CONSTRUCTION, PURCHASE, E- UIPMENT AND COMPLETION OF SAID NEGRO PARK; AND PROVIDING FOR THE DISBURSEMENT OF aAID FUNDS, AND FOR Oni-R PURPOSES. WHEREAS, the City of Little Rock has sold $15,000,00 of bonds for the purpose of paying part of the construction and equipment cost of and for the purchase of a Park to be used as a Negro Recreation Park. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. That the City Treasurer of the City of Little Rock is hereby authorized and directed to receive from :valton- Sullivan & Company D(. for the purchase of X15,000.00 of the bonds sold by the City of Little Rock for the purpose of paying part of the construction and equipment cost of and for the purchase of a Park to be used as a Negro Recreation Park, which said sum shall be deposited by the City Treasurer in an account to be known as "Negro Recreation Park Fund ". Section 2. That the Board of Public Affairs is hereby directed and empowered to proceed immediately to make all necessary contracts and agreements and to do all things necessary for the construction, purchase and equipment of said Negro Recreation Park, and to pay all costs of said project, including fees for attorneys. Provided, however, that said Board of Public Affairs shall have no power to make contracts or expenditures for the purchase, construction or equipment of said Negro Recreation Park obligating the City of Little Rock for a sum greater than l i q M+ -1 Q. Section 3. That the payments for the purchase, construction and equipment of said Negro Recreation Park under contracts made by the Board of Public Affairs shall be made only after said Board of Public Affairs has approved in writing all requisitions for disbursements; such approved requisition or requisitions shall be forwarded to the City Treasurer, who shall, upon obtaining the approval of such requisi- tion or requisitions, issue a check or checks in the proper amount against "Negro Recreation Park Fund "a and said check or checks when signed by the City Treasurer shall be presented to the Ylayor who shall countersign said check or checks, and the depository holding said funds shall then honor said check or checks. Section 4. It is ascertained that the lack of an adequate Recreational Park for the Negro population of this city endangers the health and safety of the inhabitants of said City, and this , Ordinance being necessary for the immediate preservation of the public peace, health and safety, an emergency is declared to exist and this Ordinance shall take effect and be in force from and after its passage, Passed: Janusry 17, 1938- APPROVED: ayor ATTEST City Clerk
