SECTION 1. Effective on the _ day of �2—
1938, the position o fassistant secretary to the Mayor, now held by
�11� , i s hereby abolished.
SECTION 2. WHEREAS, much work in the mayor's office is now
ended because of the completion of practically all of the City special
building program, and because the City finances axe depleted, an
emerLency is hereby declared to exist and this ordinance is found to be
necessary for the immediate preservation of the public peace, health
and safety, aruz same shall be in full force and effect from and after
its 'passage and approval.

the Position of Assistant Secretary to r'Iayor, and
for other purposes.....
This Ordinance is disapproved in the interest
Of public good. Much additional work has been
required in the Mayorts office by reason of the
very extensive construction program prevalent in
the city which, with good weather and good
management, should be practically completed during
the year 1938; however if the Council insists
that this.Ordinance should be passed in the
interest of economy I pledge my co- operation.
