Be it ordained by the Little Rock City Council:
SECTION 1. The classification of Block 164, ori-
ginal City of Little Rock, is hereby changed from "C ",
or two - family residence property, to "H" business district
property.
SECTION 2. It being ascertained and found by the

Little Rock City Council that Block 164, original City {
of Little Rock, is now and has been for the last several
years used exclusively as business property, that it was
purchased by the present owners for such purposes, and
that to prevent them from improving it as business prop-
erty would work a great injustice against them, and would
curtail the expansion of business in that vicinity, an
emergency is hereby declared to exist, and for the benefit
of the public peace, health and safety of the City of
