SECTION 2. That before any person or group of
persons shall be permitted to solicit, as herein provided
they or them shall submit in writing to the Mayor an applicatirn
giving the name and headquarters address of the organization
they represent and solicit for, and the names and addresses
of any and all solicitors so.-4ienga.ged in and upon the streets.
SECTION 3. The Mayor is hereby empowered by virtue
hereof, to permit any person or organization to solicit
religious or charitable contributions up6n the streets, if
and when a permit shall be issued to such solicitor by the
Mayor. Such permit shall be designated in writing by the
Mayor, and shall be attested by the City Clerk, and such per-
mit shall bear and show an impression of the City Seal in
addition to the signatures of the Mayor and the City Clerk.
No charge or fee shall be charged for any such permit.
SECTION 4., Any person violating the terms and pro-
visions hereof shall be deemed guilty of a misdemeanor, and
upon conviction in the Little Rack Municipal Court, shall be
fined in any sum not less than one nor more than ten dollars.
SECTION 5. All ordinances in conflict are hereby
repealed insofar as same shall be in conflict herewith.
SECTIOM 6. The dignity, health, safety and morals
of the people of the City of Little Rock, Arkansas being
affected by unauthorized and indiscriminate so ;iciting by
various persons, an emergency is ttereby declared to exist be-
cause of such condition and this ordinance sha ;l be in full
force and effect from and after its nassa.ge.
