TO THE LITTLE ROCK CITY COUNCIL:

I herewith return Ordinance No. 5676
{ with my veto. My reason for this action is that
. the laws of the State of Arkansas and the City of
Little Rock provide that all purchases should be
made by the Board of Public Affairs through the
acceptance of bids after properly advertising for
same. This Ordinance attempts to divert the pur-
chase of this street sweeper from the usual channel.
It is the duty of the Board of Public
Affairs to make all purchases and execute all
contracts for same after having made thorough and
exhausti4e study of the merits of any apparatus
involving the expenditure of approximately $7,000.
This has not been done in this instance
and I feel that only a street sweeper that meets
all the requirements of the city and not merely the
one that might offer the cheapest price is the one
that should be selected and purchased. The Board of
Public Affairs has not determined the lowest acceptable
bid on street sweeper. For that reason I feel that
this Ordinance should be vetoed and the matter permitted
to take its regular course through the Board of Public
Affairs.
