5775ORDINANCE AN ORDINANCE PROHIBITING THE USE OF WHITE CANES, EXCEPT BY PEDESTRIANS WHOLLY OR PARTIALLY BLIND, AND PROVIDING PROTECTION AGAINST HIGHWAY ACCIDENTS TO SUCH PERSONS, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS' SECTION 1. That, for the purpose of guarding against ac- cidents in traffic on the public streets, it shall be unlawful for any person, except persons wholly or partially blind, to carry or use on the public streets of the City of Little Rock any canes or walking sticks which are white in color, or white with red end or bottom. Such canes or walking sticks may be used on the streets and other public places of the City by per- sons wholly or partially blind, as a means of protecting them and for the purpose of identifying them by drivers of vehicles, operators of motor driven vehicles and other pedestrians with whom they come in contact on such streets and public places. SECTION 2. Any driver of a vehicle, operator of a motor driven vehicle, or pedestrian who l not wholly or partially blind who approaches or cones in contact with a person wholly or partially blind, carrying a cane or walking stick white in color, or white with red end, shall immediately come to a full stop and take such precautions before proceeding as may be neces- sary to avoid accident or injury to the person so carrying a white cane or walking stick. SECTION 3. Any person, other than a person wholly or par tially blind, who shall carry such "a cane or walking stick, such as is described in Section 1-hereof,.-contrary to the provisions of this Ordinance, or who shall all to heed the approach of a, person so carrying such a white sane or walking stick, or one white with red end, or who shall fall to come to a stop upon ap- proaching or coming in contactwith a person so carrying such a cane or walking stick, or who shall fail to take precautions against accident or injury to such a.person after coming to a t { .4 "% - a - J stop as provided for herein, shall be guilty of a misdemeanor and shall be fined not less than One Dollar (,$1.00) nor nor* than One Hundred Dollars ($100.00). for each offense. SECTION 4. WHERE M; this Ordinance is designed for the protection of those members of the public who are blind and since the said Ordinance is designed to reduce traffi4 fatalities, an emergency is hereby declared to exist and this Ordinance is found to be necessary for the Immediate preservation of the public peace, health, and safety, and the ease shall be in full force and effect from and after its passage and approval.
