WHRREAS, parties claiming to be the owners of ire

ing that an improvement district be established for the purpose
hereinafter set out; and
WEMEAS, after due notice as required by laws the City

desiring to be heard, and has ascertained that said petition was
signed by more than two- thirds in assessed value of the owners of

district embracing the following property;

for the purpose of grading, draining, curbing, guttering and
paving, in such a manner and with such materials as the commissioners
