AN ORDINANCE DECLARING MALICIOUS MISCHIEF TO BE A
MISDEMEANOR, FIXING THE PENALTY THEREFOR, DECLARING
AN EMERGENCY TO EXIST, AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK,
ARKANSAS:

Section 1. Whoever shall maliciously
and willfully injure, mar or destroy any property, whether
real or personal, the property of another, which injury or
destruction impairs the utility or diminishes the value of
such property shall be guilty of a misdemeanor.
Section 2. Whoever shall be found
guilty of a misdemeanor under this ordinance shall be
fined in any sum not less than Five Dollars ($5.00) nor
more than One Hundred Dollars ($100.00).
Section 3. Whereas, there is no city
ordinance covering this crime in existence at this time,
and it is necessary for the preservation of the peace,
health and public good of the city that this ordinance
take effect immediately, an emergency is, therefore, de-
elated and this ordinance shall be in full force and ef-
feet immediately upon and after its passage and approval.
