AN ORDINANCE DECLARING THE OPERATION OF VEHICLES UPON THE
STREETS OF THE CITY OF LITTLE ROCK WITHOUT THE DRIVER
HAVING A VALID OPBRATOR'S OR CHAUFFEUR'S LICENSE TO BE A
MISDEMEANOR; TO SPECIFY WHAT PERSONS SHALL BE EXEMPTED
UNDER THE TERMS OF THIS ORDINANCEePROVIDING PENALTIES FOR
THE VIOLATION, AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS.
Section 1. No person except those hereinafter expressly
exempted shall drive any motor vehicle upon a street of the
City of Little Rock, unless such person has a valid license
Of the State of Arkansas as an operator or chauffeur under
the provisions of the statutes of the State of Arkansas.
No person shall operate a motor vehicle as a chauffeur
unless he holds a valid ohauffeur's lioense of the State
of Arkansas issued under the statutes of the State of
Arkansas. Any person holding a valid chauffeur's license
shall not be required in addition to have an operator's
license.
Section 2. The following persons are exempted from the
operation of this ordinance:
(a) Any person while operating a motor vehicle
in the service of the Army, Navy, or Marine Corps of the
United States.
(b) Any parson while operating or driving any road
machine, farm tractor, or implement of husbandry tempo-
rarily operated or moved on a street.
(c) A non - resident of the state who is at least
sixteen years of age and who has in his immediate
possession a valid operator's license issued to him in
his home state or country.may operate a motor vehicle
In this city only as an operator.
(d) A non - resident who is at least eighteen years
Of age and who'has in his immediate possession a valid
ahauff -ea r t_s license issued to him in his home state or
country may operate a motor vehicle in this city
either as an operator or chauffeur except that any such person
must be license by the State of Arkansas as a chauffeur before
accepting employment as a chauffeur from a resident of this
state.
(e) Any non - resident who is at least eighteen years
of age whose home state or country does not require the
licensing of operators may operate a motor vehicle in this
city as an operator only for a period of not more than
ninety days in any calendar year, if the motor vehicle so
operated is duly registered in the home state or country of
such non - resident.
Section 3. Any person failing to comply with the provisions
of this ordinance shall be deemed guilty of a misdemeanor and upon
conviotion in the Municipal Court shall be fined not more than
ten dollars ($10.00) nor less than two dollars ($2.00).
