OF THE PROVISIONS OF THIS ORDIANCE.
BE IT ORDAINED BY THE CITY COUNCIL OJF LITTLE ROCK, ARKANSAS,
Section 1. From and after the passage and approval of this
ordizvence4 it shall be unlawful for any person, firm, or corporat-
ion to solicit or contract with merchant=s to sere -e as or furnish
merchant police or speclal 'night watchmen in the business <+�ra#i+t;'``

Police Committee -of the City Council, without first obtaining and
paying for a license. from the proper city authority as hereinafter
provided, and it shall be unlawful for any person to work as a
merchant police or special night.watchman in said business district
of Little Rock without first obtaining a special police commission
and paying a.license fee therefor to the proper city authority as
hereinafter provided.
Section 2. Before any person, -firm, or corporation be grant-
ed a license to solicit business or contract with merchants to
serve as or furnish merchant police or special night watchmen in-
the business section of Little Book, suojiperson, firm or corporat-

ion, shall -make application for said license on form to "be draftot
by the Police Committee of the City Council, and each person before

business district of Little Rock wheiher in business for himself or
employed by a person, firm, or corporation licensed to solicit and
contract with merchants for such services, shall make application
for a special police commission on form to be drafted by the police
Committee of the City Council, and all applications for license-or 1
commission shall be considered and approved or disapproval by'tl �

Section 3. The license fee for each person, firm, or corporat -
ion engaged in the business of soliciting business as, or contract -

ing with, merchantd to furnish or serve as merchant police or
special night watchman in the business district of Little Rock is
hereby fixed at fifteen dollars ($15.00) per year, payable in
advance, provided however that any person, firm, or corporation
so licensed may employ any number of merchant police or special
night watchmen provided further however that each such person so
employed in the business district has first obtained a special
police commission from the city of Little Rook. No license under
this ordiance shall be issued for a period longer than one year.
The fee for the issuance of each special police commission; after,
approval in the manner hereinabove provided, is hereby fixed at One

Section 4. The Police Committee shall have the power to re-
voke any license or commission issued under this ordiance when-
City Council,
ever, in the opinion of the/ Chief of Police and the Police Committee
the holder of such license or commission is conducting itself or
himself improperly or has become a nuisance, or has been convicted
of any felony or of any crime involving moral turpitude.
Section 5. No license or commission shall be granted under
the terms of this ordinance to any person who has not attained the
age of 21 years. 811 persons holding a commission under this
ordinance shall when on duty display a specially prepared badge,
to be designated by the Chief of Police, upon his person in such
a way as it may be easily seen by the general public.
Section 6. When any license or commission shall be revoked
j under the provisions of this ordinance, it shall be the duty of the

Chief of Police forthwith to taste up such license or commission and

to forbid the holder thereoft to continue to act uAder such license
or commission.
Section 7. Nothing in this ordiance shall apply to any person
who is now, or may in the future be employed as a night watchman
for one individual person, firm, or corporation to watch, guard and

protect such person's, firm's, corporation's, or individual's
property.
Section 8. Any person, firm, or corporation viollting any
provisions of this ordinance shall be deemed guilty of a mis &demeanor,'

and upon conviction in the Municipal Court of Little Rock shall
be fined not less .then ten dollars ($10.00) or more than fifty
dollars (450.00) for each offense.

Section 9. All ordinances or parts of ordinances in conflict
herewith are hereby repealed insofar as they conflict with this
ordinance, and this ordinance shall be in full force and effect
from and after its passage.
