RESOLUTION NO. 13,643
A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
INTO AN OWNER ARCHITECT AGREEMENT WITH WOODS GROUP
ARCHITECTS FOR ARCHITECTURAL DESIGN SERVICES OF THE
WEST CENTRAL COMMUNITY CENTER; AND FOR OTHER
PURPOSES.
WHEREAS, Little Rock's West Central Community Center, which is located near the intersection of
Colonel Glenn and John Barrow Roads, is situated on land that was formerly -owned by the Optimist Club
and was called Rosedale Park; and
WHEREAS, several years ago the Optimist Club donated this land to the City and it became a part
of the parks system in an effort to realize development of a first -class ball complex and community
center; and,
WHEREAS, a Master Plan was completed in 2009 and some lands had been acquired through
donations and purchases since the inclusion in the parks system; and,
WHEREAS, passage of the City's 2011 tax passage provided $6 Million for a community center and
pool on this land; and
WHEREAS, RFQ No. 12281 was issued on October 11, 2012, for the selection of a architect to
provide architectural design services for the design and development of these facilities and the review
committee appointed by the City Manager awarded the contract to Woods Group Architect;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
OF LITTLE ROCK, ARKANSAS:
Section 1: The City Manager is hereby authorized to enter into an Owner Architect Agreement with
Woods Group Architect in an amount not to exceed 6.5% of the construction budget for architectural
design services of the West Central Community Center.
Section 2. Funds received from the 2012 3/8 -Cent Capital Improvement Sales Tax Project Funds will
be utilized for this service.
Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
resolution.

Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
