AN ORDINANCE PROHIBITING THE ESCAPE OF PERSONS IN "THE
RIGHTFUL CUSTODY OF LAWFULLY APPOINTED PEACE OFFICERS,
FIXING PENALTIES FOR THE VIOLATION OF THIS ORDINANCE,
DECLARING AN EMERGENCY TO EXIST, AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS.
Section 1. From and after the passage of this
ordinance it shall be unlawful for any person Within the
corporate limits of the City of Little Rock to escape
from any jail or place of confinement to which he has
been lawfully committed or from the rightful custody of
any lawfully appointed peace officer to whom such person's
custody has been committed.
Section 2• From and after the passage of this ordin-
ante it shall be unlawful for any person within the
corporate limits of the City of Little Rock by any means
whatever to aid or assist any prisoner lawfully committed
to jail or any place of confinement or lawfully committed
into the custody of any duly appointed peace officer,
in any case civil or criminal to escape therefrom, whether
such escape be effected or not.
Section 3. Any person found guilty of violating
Section 1 or 2 of this ordinance shall be deemed guilty
of a misdemeanor and on conviction in the Little Rook
Municipal Court shall be fined in any sum of not less than
Five Dollars (45.00) nor more than Five Hundred Dollars
($500.00) and /or shall be imprisoned for any period of
time of not less than five days nor more than 80 days or.
both.
Section 4. WHEREAS, the order and welfare of the
community at large and the peace thereof are vitally affected
by escapes and the threat of escapes from lawful places of
confinement, an emergency is hereby declared to exist, and
this ordinance, being necessary for the preservation
of public health, safety and welfare, shall be in
full force and effect from and after its passage and
approval.
