AN ORDINANCE CREATING.A'BOARD OF TRUSTEES AND PROVIDING FOR THE
MAINTENANCE OF THE LITTLE ROCK PUBLIC LIBRARY.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS.i - , ,_
Section 1. There is hereby created a Library Board of
Trustees of five members. Charles T. Coleman, Ira E. Sanders,
J. N. Heiskell, Mrs. Ed Cornish and Mrs. David D. Terry are here-
by appointed as trustees. Charles T. Coleman and Ira E. Sanders
shall serve for a term of two years. J. N. Heiskell and Mrs.
Ed Cornish shall serve for a term of four years. Mrs. David D.
Terry shall serve for a term of six years. Subsequent terms of
all trustees shall be for six years. The Board shall elect one
of its members as President,. and may elect such other officers
as it deems necessary. The Board shall meet at such times and
places as may be provided in the by -laws to be adopted by the
Board. Trustees shall receive no compensation. Before enter-
ing upon the duties of their office, they shall make oath be-
�'!* fore some judicial officer to discharge the duties enjoined on
Section 2. The permanent removal of a trustee from the
city, or the absence of a trustee from four consecutive board
meetings, without adequate excuse to be determined by the Board,

shall render his or her office vacant. Vacancies shall be filled
by the Mayor with the approval of the City Council.
Section 3. All moneys received for library purposes from
any source whatever shall be paid into the city treasury tothe
credit of the Library Fund, which shall be kept separate from

all other funds of the City. Such moneys shall be deposited by
the City Treasurer in some bank authorized by law to act as
depository for city funds, and shall be disbursed only on vouchers

or checks issued by the Board of Trustees, or by one or more of
. its authorized members.
Section 4. The Board shall have the exclusive custody,
care, control and supervision of the library, including its
building, grounds and property, and exclusive control of the ex-
penditure of all moneys coming into the Library Fund. It shall
have power to appoint a librarian, assistant librarians, and
other necessary employees who shall serve at the will of the
Board, and fix their compensation; to make rules and regulations
for the administration of the library; to extend the privileges
of the library to persons residing out of the city; and to con-
tract for library service with the quorum court or other county
agency, with the municipal authorities of neighboring cities,
towns and villages, and with duly constituted school authorities.
Section 5. All donations.to the library, whether of
money or of real or personal property, shall be held by the
Board in trust according to the terms of the gift, devise or be-
quest of the donor.
Section 6. At the end of each fiscal year the Board shall
file with the city clerk for the consideration of the city council,
a report verified by the oaths of at least three members, which
shall contain: (a) an itemized statement of all moneys received
from the Library Fund and from other sources; (b) an itemized
statement of all expenditures; (c) a statement of the number of
books and periodicals available for use, and the number and char-
aster of those circulated by the library; (d) a list of the real
and personal property received by devise, bequest, gift, purchase,
or otherwise; (e) a description of the charter of any extension
of library service which may have been undertaken; (f) a statement
of the financial requirements of the library for the ensuing year;
(g) any statistics, information or suggestions pertaining to the
library and its administration that might be of general interest
to the public; and (h) an audit report completed by some certi-

fied public accountant. A copy of the Boardts report shall also
be filed with the Arkansas State Library Commission of the State
Department of Education.
Section 7. This ordinance shall become effective on and
