AN ORDINANCE PROHIBITING THE BLOCKING OF THE CITY STREETS, FIXING
A PENALTY FOR VIOLATIONS THEREOF, DECLARING AN EMERGENCY TO EXIST
AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROOK, ARKANSASs
Section 1. It is hereby declared to be a misdemeanor for
any Gerson, firm, or corporation to block any part of any of the
streets or alleys of the City of Little Rock by placing or
storing thereon any articles, tires, boxes, bales, crates, cases,
cartons, eto.,.or by, suffering any of such articles or things
that are subject to the control of said person, firm, or corpor-
ation to be placed on the street so as to block it or to allow
said articles or things to remain on the street or alley so as
.to block same.
Section 2. Any person, firm or corporation found guilty
of violating any of the provisions of Section 1 shall, upon
conviction in the Little Rock Municipal Court, be found guilty
of a misdemeanor and be fined in a sum not less than Fifteen
Dollars ($15.00) nor more than Two Hundred and Fifty Dollars
($250.00), or imprisoned for not less than one day nor more than
fifteen days, or both.
Section 3. Street is defined to mean the right -of -way or
right of passage dedicated to the public and includes space
actually used as a thoroughfare and the sidewalks and all the
other way that is dedicated as a public thoroughfare, including
alleys.
- The--- praylsisus of this ordinance -are .not in-
tended to app *y to temporary deposits of articles and Items,
mentioned in Section 1 of this ordinance when such articles are
temporarily placed in the street or on the sidewalks for not
longer than is necessary to load and unload same in the customary
and usual conduct of the business conducted by such person, firm
or corporation. But in no event shall such articles be suffered
ti
to remain in or upon said streets.for a longer period than twelve
(12) consecutive hours in any twenty -four (24) hour period.
Section 5. The efficient regulation of the streets of this
city and of the traffic thereon being intimately connected with
the public peace, health end s- afety, an emergency is hereby r`
s'"Iared to exist, and this ordinance shall be in full force and
effect from and after its passage and approval.
