BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS:

Section 4. This ordinance is not intended to affect, alter or
impair the Civil Service status of any position, employee or person
subject to it.
Section 5. The prompt and efficient collection and disposal
of Tarbage being vital to the public peace, health and safety, an
emergency is declared to exist, and this ordinance shall be in full
force and effect from and after its passage and approval.
