AN ORDINANCE PROVIDING FOR THE OPERATION OF PASSENGER BUS
OR BUSES BY CAPITAL TRANSPORTATION COMPANY FROM MARKHAM
AND LOUISIANA STREETS OUT CANTRELL ROAD TO THE CITY LIMITS.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK:
SECTION 1. Capital Transportation Company is given
the right to operate a passenger bus or buses from a point on
the west side of Louisiana Street approximately 150 feet south
of Markham Street; thence south on Louisiana'Street to Capitol
Avenue; thence west on Capitol Avenue to Cross Street; thence
north on Cross Street to Cantrell Road; thence west on Can-
trell Road or Highway 10 to Arthur Street or Hayes Street;
thence north to Kavanaugh Boulevard; thence east on Kavanaugh
Boulevard to Hayes Street; thence north to the city limits or
"Zt' Street; and return over the same route, except between
Highway 10 and Kavanaugh Boulevard, where the out trip and the
return trip will be on Arthur Street one way and on Hayes �
Street the other way, as the Transportation Company finds most
convenient for the traffic; with the right in Capital Trans-
portation Company to change the out route of the buses from
Arthur Street and Kavanaugh Boulevard west to McKinley Street,
thence on McKinley Street within the city limits to Brentwood
Road, and thence east within the city limits on Brentwood Road
or "Z" Street, and returning south on Hayes Street and west
an Kavanaugh Boulevard to Arthtir Street, and thence returning 1
to its stopping place adjacent to Markham. and Louisiana Streets,
as hereinbefore provided; and with the further right in the
Transportation Company, if the route on McKinley Street is,fvl-
lowed to Brentwood Road or "Z" Street, and returning from the
route of a loop in Cammack Village or the territory comprising
it, that may be agreed upon between the Transportation Company
and the town of Cammack Village, to the city limits, at the
intersection of Brentwood Road or "Z" Street, and thence return -
ing to its stopping place adjacent to Markham and Louisiana

Streets, as hereinbefore provided for.
SECTION 2. Proper schedules for the running and
the stopping places, within the city limits, of such buses to
receive and discharge passengers, shall be arranged from time
to time by Capital Transportation Company to properly accom-
modate the traffic on the operations within the City.
SECTION 3. A fare of ten cents per passenger
shall be charged by the Transportation Company for the trans-
portation of each passenger from one end of the route to the
other within the city limits, or from any point along the
route at which the passenger is received to his point of de-
barkation, not beyond the end of the route in the direction
the bus on which such passenger is received is traveling at
the time.
SECTION 4. Capital Transportation Company shall
pay to the.City, on the last day of December in each year, for
the privilege herein granted, a sum equal to five percent of
its gross receipts in that year from the operation of buses
operated under this ordinance.
SECTION 5. The operation of buses under this or-
dinance is not under the franchise contract now existing be-
tween the City and Capital Transportation Company for the oper-
ation of street cars and motor buses in lieu thereof on cer-
tain routes, and has no connection therewith, and none of the
provisions of that franchise - contract are applicable to the
operation of buses herein provided for.
SECTION 6. The permit of Capital Transportation
Company to operate buses under the - -- contract embodied in this

ordinance shall terminate on September 28, 1951, except that,
should conditions be such at any time after one year from this
date that the operation of buses hereunder does not pay the ac-
tual expense of such operations for a period of four consecu-
tive calendar months, Capital Transportation Company shall
have the right to discontinue such operations after thirty days
written notice to the City.
SECTION 7. The contract of Capital Transportation
Company involved herein shall extend to its successors and as-
signs and shall be in full force and effect and binding on the
parties on the President or other official of that company not -
ing its acceptance of this ordinance by signing the original or.
the recorded copy thereof at the end thereof.
SECTION 8. It appearing that housing conditions in
the City are crowded, and because of that and other conditions
due to the National Emergency there is immediate occasion for
rapid bus transportation between the northwest city limits and
downtown portions of the City, and the immediate operation of
this ordinance being necessary for the preservation of the pub-
lie peace, health and safety, an emergency is declared, and
this ordinance shall take effect and be in force on its passage.
