AN ORDINANCE AUTHORIZING THE DEPARTMENT OF SANITATION TO
REMOVE UNSIGHTLY AND UNSANITARY ARTICLES AND TO ELIMINATE
UNSANITARY THINGS OR CONDITIONS WITHIN THE LIMITS OF THE
CITY OF LITTLE ROCK, PRESCRIBING A PROCEDURE TO BE FOLLOWID
IN SUCH CASES, DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES-
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSASs
$NOTION 1. Whenever the head of the Department -of
Sanitation of the City of Little Rook, Arkansas, in his
discrstibny, considers it necessary, he is hereby empowered
to order in the name and by the authority of the City of
Little Rook, Arkansas, the owner of any lot or lots or
other real property within the City of Little Rook to
out weeds, remove garbage, rubbish and other unsightly
and unsanitary articles and things that may be upon said
property; and to eliminate, fill up, or remove stagnant
pools of water or any other unsanitary thing, place, or
condition which might become a brooding place for mosquitoes,
flies and germs harmful to the health of the community-
SECTION 2- Said order shall be in writing and shall be
issued to the owner of the real property involved.
SECTION S- In case the owner of any lot or other real
property is unknown or his whereabouts is not known or he:is
a non - resident of this state, then a copy of the written
notice hersinabove referred to shall be posted upon the
premises in some prominent place.
SECTION 4. If the owner of any lot or other real
property within said City of Little Rook shall neglect or
refuse to remove, abate or eliminate any such condition or
conditions as are provided for under Section 1 of this
ordinance, after having been given twenty (W) days notice
in writing to do so, then the Department of Sanitation is
authorised to do whatever is necessary to correct said
condition and to charge the cost thereof to the owner or
owners of said lots or other real property; and the City
of Little Rook shall have a lien against such property for
said coots.

SECTION 5. In fixing the cost of removing the conditions
and doing the work mentioned in Section 4 of this ordinance,
the Department of Sanitation is hereby directed to keep a
careful record of the cost to the City of doing said work,
including the number of men employed on said job, and the
length of time required to do the work, wear and tear on
equipment, plus a charge of #1.00 for each tract or plot
involved to cover the cost of clerical hire and office
and other supervisory expense, eto.. Said total amount
shall then be reported to the City Collector, who shall
thereupon keep a record of said cost in his office, and
who shall take appropriate steps to.record same in the
Office of the Circuit Clerk and Recorder for Pulaski
County, Arkansas, said recording in the office of the
Circuit Clerk for Pulaski County, Arkansas shall be done
to give notice that the City of Little Rook claims a lien
against the real property involved for the expenses in-
ourred in connection with correcting the improper conditions
found thereon. When the total costs as not out above,
including any charges that may be made by the Circuit
Clerk and Recorder for Pulaski County, Arkansas, for either
recording said instrument or entering satisfaction of
said lien shall have been paid, the City Collector is hereby
authorized to satisfy and release said lien in the name
of the City of Little Rook, Arkansas.
WHEREAS, there are various lots and parcels of ground
within the City of Little Rock, Arkansas, that are neglected
by their owners ;and
WHEREAS, said lots frequently become thereby the
breeding place for mosquitoes, flies and germs= and
WHEREAS, it is essential that the City of Little Rook
in proteoting the health of its
citizens shall have the
power to prevent the growth of suoh oonditionsf now there-
fore

BE IT RESOLVED that this ordinanoe is found vital to
the publio.psaoe, health and safety and an emergency is
jhereby deolared to exist, and this ordinanoe shall be in
full force and effeot frog and after its passage.
