AN ORDINANCE CREATING THE CLASSIFICATION OF SPECIAL NEGRO POLICE
IN THE LITTLE ROCK POLICE DEPARTMENT; CREATING SEVEN (7) POSITIONS
OF EMPLOYMENT IN THE SPECIAL NEGRO POLICE CLASSIFICATION IN THE
POLICE DEPARTMENT; FIXING THE SALARIES THEREOF, AND THE QUALIFICA�-
TIONS AND CONDITIONS OF EMPLOYMENT; DECLARING AN EMERGENCY; AND
FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS:
SECTION 1. The classification of "Special Negro Police"

in the Little Rock Police Department is hereby created, which is
and is intended to be a new and different classification of em-
ployment from any other classification heretofore created in
said Police Department.
SECTION 2. There are hereby created seven (7) positions of
employment in said Special Negro Police classification, the
seven positions created under the terms of this ordinance to
be in addition to all positions of employment heretofore
authorized in said Police Department.
SECTION 3. The persons chosen to fill the positions created
in Section 2 of this ordinance shall assist the regular police
force heretofore created and shall discharge such other duties
as the Chief of Police may designate.
SECTION 4. The persons chosen to fill the positions created
by Section 2 of this ordinance shall be chosen by the Civil
Service Commission in the manner provided by law; they shall be
negro males between twenty -one (21) and forty -five (45) years

but they need not be electors of the City of Little Rock, Arkansas,

and they need not have resided in Little Rock, Arkansas, for
definite or minimum -period of time prior to their emplaysne t.�
SECTION 5• It is hereby expressly made an exception to the provisions
of this ordinance with reference to the maximum age of 45 years as recited
in Section 4 of this ordinance that any negro policemen now employed by l
the City of Little Rock under the terms of Ordinance No. 6472, even though " -- !,
above the age of 45 years, may be re- employed as special policemen here
under.
SECTION jti The persons chosen to fill the positions of
employment created under Section 2 of this ordinance shall each
receive a salary of $120.00 per month, paid as the salaries of
f other city employees are paid.
SECTION jj It is hereby made a condition of this ordinance,

and of any empl7ment authorized or accepted under it, that no
person employed under this or'dinance,Cand no persons claiming g
by,.through, or under him, shall be entitled to or shall receive
or make claim for any benefits of a pension, relief, retirement,
disability, etc. nature or for any such benefits or other
benefits to be paid out of the Policemen's Pension and Relief
Fund or any similar fund.
SECTION go The protection of the citizens against the
depredation of crime being vital to the public peace, health
and safety, an emergency is hereby declared to exist, and this
ordinance shall be in full force and effect from and after its
passage.
