AN ORDINANCE AUTHORIZING THE MAYOR.AND CITY CLERK TO EXECUTE A
LEASE ON BEHALF OF THE CITY OF LITTLE ROCK, LEASING CERTAIN LANDS
IN FAIR PARK IN THE CITY OF LITTLE ROCK TO THE ARKANSAS LIVESTOCK
ASSOCIATION; MENTIONING CERTAIN PROVISIONS TO BE INCORPORATED IN
SAID LEASE; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Mayor and City Clerk are hereby authorized
to execute on behalf of the City of Little Rock, a lease to the
Arkansas Livestock Association covering the following lands in
Fair Park, Pulaski County, Arkansas, more particularly described
as follows:
Starting at the intersection of 7.est Markham
Street and Fair Park Boulevard in the City of
Little Rock, Arkansas, running west 900 feet;
thence south 195.5 feet; thence east 100 feet;
thence north 22 degrees east 1310 feet to an
asphalt street; thence southeast parallel with
said street a distance of 430 feet to a point
from which the north and of the are in Fair
Park begins; following an asphalt street cre-
ating the are in the meandering direction to
the property line of the State Hospital; thence
north to the point of beginning.
SECTION 2• Said lease shall be for a term of ninety -nine
years (99 years) and shall be subject to all existing leases cov-
ering any lands embraced in the premises described in Section 1
of this ordinance; and the City shall expressly reserve the right
to renew or remake with the same or different lessees, any leases
covering those lands embraced in the description set out in
Section 1 of thi4"'ordinance that are at present leased by the City
to any person or persons.
SECTION 3. The City shall agree to donate to the Arkansas
Livestock Association that revenue to which it may be entitled
from the operation of the concessions now covered by a lease to
T. A. Fuzzell, said revenue to be donated to the Arkansas Livestock
Association for that period in which the stock show may be con-
ducted, not to exceed ten (10) calendar days in any calendar year.
SECTION 4. The lease anticipated in the foregoing sections
shall not be subleased or assigned in whole or in part without
the consent of the City of Little Rock and said lease shall also
provide that, in the event that the Arkansas Livestock Association
fails to conduct a livestock show on the lease premises for a
to . -
period of three (3) consecutive calendar years, the City at its
option may declare the lease forfeited and terminated.
SECTION 5. The consideration to be paid to the City shall
be one dollar ($1.00).
SECTION 6. Whereas, the Arkansas Livestock Association is
anxious to obtain a site for the permanent maintenance of a live-
stock show; and whereas, at present it does not have such a site;
and whereas, furtherance of livestock in the State of Arkansas is
vital to the interests of the State; and whereas, the lease author-
ized by this ordinance will provide a site for the Arkansas Live-
stock Association; an emergency is hereby declared to exist and
this ordinance, being necessary for the preservation of the public
peace, health and safety, shall be in full force and effect from
and after its passage.
