AN ORDINANCE PROHIBITING CERTAIN CONDUCT IN PUBLIC PLACES; DECLAR-
ING A VIOLATION TO,BE A MISDEMEANOR; AND FIXING A PENALTY; DECLAR-
ING AN EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCS, ARKANSAS:
SECTION 1. It is hereby declared to be a misdemeanor for any
person to participate in any public place in any obscene or lascivi-
ous oonduot, or to engage in any conduct calculated or inclined {

to promote or encourage immorality.
SECTION Is The term "public place" is defined to mean any
place in which the public as a class is invited, allowed or per-
mitted to enter,-and, includes the public streets, alleys, side-

walks and thoroughfares, as well as theatres, restauranta, hotels,
as well as other places. The term "public place" is to be inter-
prated liberally.
SECTION S. Any person found guilty of violating the provisions
of Section l'shalloupon conviction, be fined in any sum not less
than Ten Dollars ( =10.00), nor more than Two Hundred and Fifty

nor more than thirty (SO) days, or both fined and imprisoned.
SECTION 4. This ordinance is intended to be cumulative
with the other ordinances of the City of Little Rock.
SECTION b. Because the public health and the public morals
are now endangered by improper conduct in public places; and
because a control of such conduct is necessary to the public
peace, health and safety, an emergency is hereby declared to
'exist and this ordinance shall be in full force and effect from
