ORDINANCE NO. 6655 '
AN ORDINANCE DIRECTING THE CREATION OF ''+OMEN tS DETEI?TION QUARTERS;
AUTHORIZING THE PURCHASE OF FURNISHINGS FOR SAME; DECLARING AN
EMERGENCY; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS;
SECTION 1. The Board of Public Affairs is hereby authorized
and directed to make a contract or contracts in the manner provided
by law to furnish the materials necessary for the following;
To remodel the rooms adjoining the north and south
corridor on the east side of the basement in the
City Hall so that this space will be suitable for
detention quarters for the confinement of women
prisoners and shall include a recreation room.
SECTION 2. The City Engineer is directed to use city labor
and supplies in the remodeling of the space mentioned in Section 1
of this ordinance, and the City Engineer is further directed to
use city labor and supplies in providing office space needed by
the Case 'orker attached to the Juvenile Court of Pulaski County.
SECTION 3. The Board of Public Affairs is hereby authorized
and directed to male a contract or contracts in the manner provided
by lav« for the following;
To furnish the quarters and office mentioned in Sections
1 and 2 of this ordinance so that same will be adequately
prepared for the reception and detention of women prison-
ers, the maintenance of :patrons' quarters, and the
maintenance of adequate office space for the Case 11"Forker
attached to the Juvenile court of Pulaski County.
SECTION 4. The total cost for all the work and contracts men-
tioned in Sections 1, 2 and 3 of this ordinance shall not exceed
One Thousand Dollars ($1,000.00).
SECTION 5. 'Because the City of Little Rock now is without ade-
quate facilities for the detention of women prisoners; and because
the facilities provided in Sections 1, 2 and 3 of this ordinance
will be helpful, among other things, in isolating certain persons

suspected of being infected with a venereal disease in a communicable
stage; and because such isolation is necessary for the protection of
the public health and safety, an emergency is hereby declared to
exist, and this ordinance, being necessary for the preservation of
the public peace, health and safety, the same shall be in full force
and effect from and after its passage.
