AN ORDINANCE SEPARATING THE DUTIES OF THE DIRECTOR OF MALARIA CONTROL
FROM THE OTHER DUTIES OF THE DIRECTOR OF THE GARBAGE DISPOSAL DEPART-
MENT; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS, the Director of the Garbage Disposal Department is using
his full time and giving, his full attention to the Garbage Disposal
Department, and

available time to discharge duties as the Director of the Malaria
Control Program of the City of Little Rock, Arkansas, and
WHEREAS, the duties of the two positions should, therefore, be
separated, now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSASs
SECTION 1. The duties of the Director of the Malaria Control
Program of the City of Little Rock, Arkansas are hereby separated
from the duties of the Director of the Garbage Disposal Department. j
SECTION 2. The Civil Service Commission is hereby authorized and
directed to fill any vacancies created by this ordinance among the
various departments of the City of Little Rock.
SECTION 39 Because the protection of the public health requires

that no one person in the Public Health Program shall be required to
discharge an excessive number of duties; and because at the present
time the Director of the Garbage Disposal Department is required to
discharge an excessive number of duties; and because this condition
should "be immediately remedied, an emergency is hereby declarod,to
