6708ORDINANCE N0. _6708, AN ORDINANCE REPEALING SECTIONS 1, 2 AND 3 OF ORDINANCE NO. 6656; CREATING THREE POSITIONS OF SPECIAL EMPLOYMENT IN THE POLICE DE- PARTMENT; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS: SECTION 10 There are hereby created three-positions of special i2i thw Pbl4a -' E ieAt < a f olla�rs Two positions of Special Matron, and One position of Special Matron -Clerk SECTION 2. The matrons whose employment is authorized in Section l of this Ordinance shall have the duty of receiving the women prisoners assigned to the women's quarters in the City Jail, of overseeing the safe keeping of such prisoners, and such other duties as the Chief of Police may designate. The Matron - Clerk, in addition to the above duties, shall perform the clerical work neo- essary in the maintenance of detention and case records in connection with the female prisoners held by the City of Little Rock, Arkansas. SECTION 3. The persons chosen to fill the positions created in Section 1 of this Ordinance shall be white women, and shall be chosen by the Chief of Police, and shall receive the following monthly salaries; Matrons - $100.00 per month each Matron-Clerk - $133.33 per month - SECTION 4. The persons chosen to fill the positions created in Section 1 of this Ordinance shall have passed their 21st birthday, and shall not have attained their 55th birthday. They shall pass a physical examination to determine their capacity to discharge the duties''of their employment; but they need not be electors of the City of Little Rnok, Arkansas, and they need not have resided in Little Rock, Arkansas for any definite period of time prior to their employment. Preference, however, shall be given, when pos- sible, to persons who are residents of 'the City of Little Rook, and have slot yet attained their 45th birthday. SECTION 5. It is hereby made a condition of this Ordinance, and of any employment authorized and accepted under it, that no - _AX person employed under this Ordinance, and no person claimingry, through, or under her, shall be entitled to, or shall reo& ve, or 4=0 4P a make claim for any benefits of pension, relief, retirement, dis- ability, etc* nature;' or for any such benefits or other benefits to be paid out of the Polioamen's Pension and Relief Fund, or any similar fund. SECTION 6. Sections 1,2 and 3 of Ordinance No. 6656 are hereby repealed. SECTION '7. Because at the present time it has been found im- s,bkl t,o seour a adr s for the maintpnasae of .ae women's quarters in the City Jail; and because the maintenance of such quarters is necessary to the preservation of the public peace and well being, an emergency is hereby declared to exist, and this Ordinance being necessary for the preservation of the public peace, health and safety, shall be in full force and effect immediately upon its passage.
