6715ORDINANCE NO. 6215
AN ORDINANCE CREATING A POSITION OF LIEUTENANT IN THE POLICE
DEPARTMENT; AMENDING SECTION 4(0) OF ORDINANCE NO. 5843;
DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS, creation of the status of Captain of Police for
the Traffic Commissioner did not create, and was not intended to
create, a vacancy among the positions of Lieutenants in the
Dopar#mant, and
WHEREAS, the duties of the Traffic Bureau require the
assignment to it of a Lieutenant of Police in addition to the
Traffic Commissioner, now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSASr
SECTION 1. There is hereby created one additional position
of Lieutenant in the Police Department, who shall receive as
monthly salary the amount paid other Lieutenants in the Police
Department, and who shall discharge the duties of a Lieutenant
in the Police Department.
SECTION 2. The person to fill the position created in
Section 1 of this ordinance shall be chosen by the Civil Service
Commission in the manner provided by law.
SECTION 3, Section 4(c) of Ordinance Nos 5843 is hereby
amended to read as followst
"Lieutenant: of 'Police (one), who shall assist the Traffic
Commissioner in making traffic surveys, analyzing
accident reports, conduct traffic officers' training
school, be in charge of the Traffic Bureau during the
absence of the Traffic Commissioner, etc."
SECTION 4. Because the requirements and duties imposed on
the Police Department require the services of an additional
Lieutenant, And because the proper conduct of the Traffic Bureau
requires the assignment to the Traffic Bureau of a Lieutenant, an
emergency is hereby declared to exist and this ordinance being
necessary for the preservation of the public peace, health and
safety, shall be in full force and effect from and after its passage.
