6718f ORDINANCE NO. 6718, AN ORDINANCE AUTHORIZING THE PAYMENT TO CITY POLICEMEN OF ADDITIONAL PAY FOR OVERTIME *SERVICES; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, the Police Department has lost many men to the Armed Forces of the United States of America, and WHEREAS, said Police Department does not have the person - ee `required under its tables of organization, and WHEREAS, it is highly desirable that the Police Depart- ment be able to call on the services of the remaining trained men, and WHEREAS, it is just and fair that the City should pay for any extra services so performed by members of the Police Department, now therefore BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS: SECTION 1. The Chief of the Little Rock Police Depart- ment is hereby authorized to direct regular employees of the Police Department to perform services in the Police Department outside of the regular hours of employment of said employees; provided, however, that no employee shall be compelled to work more than 14 consecutive hours. Refusal or failure to report for work when ordered by the Chief of the Police Department will constitute insubordination, unless excused by the Chief of the Little Rock Police Department, and will subject the individual involved to discipline and punishment including, in appropriate cases, discharge from the Police Department. SECTION 2. Any request for additional services shall be made not later than the time that the men go on duty of the day that the services are requested. SECTION 3. When such additional services by employees I f the Police Department are utilized, such fact shall be reflected on the records of the Department, and the employee performing said overtime services shall be paid for his over- time services at the same rate that he is paid for his regular services. Any overtime pay shall be computed in hours or multiples thereof. SECTION 4. Because the Police Department at present is undermanned, and because it is necessary that the Police Department be able to call on the skilled services of trained policemen; and because it is just and fair and n #eeei y that the City ,'of Little 'Rook Aould pay for any such extra services performed by City policemen;- and because this is necessary to secure the most efficient Police Department possible under the present national emergency, an emergency is hereby declared to exist and this ordinance, being necessary for the preservation of the public peace, health and safety, shall be in full force and effect from and after its passage.
