AN ORDINANCE PROHIBS!, °LTG MINORS FROM PLAYING CERTAIN MACHINES,
FIRING PENALTIES FOR :,' LATIONS; DECLARING AN EMERGENCY; AND
FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS;
SECTION le Persons under the age of 18 years are for-
play or operate in the City of Little Rock,- Arkansas
=any marble machine or other device that is designed, devised
or adapted for the purpose of playing any game of chance or
At which any money, property, trade; checks, credits, or any-
thing of value or any representative of value may be won or
lost*
SECTION 2s Any person under the age of 18 years who
violates Section 1 of this ordinance shall be guilty of a
misdemeanor; and, on conviction, shall be fined in any sum
not less than five dollars nor more than one hundred dollars,
or imprisoned for not less than one day nor more than 30 days

SECTION 3. Any person, firm, corporation, or association
who shall within the premises subject to the control of such
person, firm, corporation, or association allow any person
under the age of 18 years to play or operate within the City
of Little Rock, Arkansas any marble machine or other device
that is designed, devised or adapted for the purpose of playing

SECTION 4. A marble machine is defined to be a cabinet
3 or stand supporting &- sloping plane surface containing holes
and/or_, obstructions thereon, played with one or more balls cue

spheres that are projected onto the surface by means of a
catapult, spring, or plunger device; having for its purpose
the attempt to make a certain minimum score, to arrange in
a predetermined pattern any lights, figures, or markers of
any sort connected therewith, or to place one or more of the
balls or spheres in a predetermined hole, container, or re-
ceptacle; and operated by the insertion of a coin or trade
check*
The terms "thing of value" or "representative of value"
shall include,without being limited to it, so- called "free
games "*
SECTION 5* Because minors at the present time are play-
ing marble machines and gambling thereon; because such condition
is inimical to the growth of a healthy society and detrimental
to the best interest of the public; an emergency is hereby
declared to exist and this ordinance being necessary for the
preservation of the public peace, health and safety, shall be
in -full force and effect from and after its passage.
