AN ORDINANCE AMENDING SECTION 953, 954 AND 956 OF BRICKHOUSE AND
CASTLE'S DIGEST, AMENDING ORDINANCE N0. 4322; DECLARING AN EMERGENCY;
AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS:
SECTION 1. Section 953 of Brickhouse and Castle's Digest of
the Ordinances of the City of Little Rock, Arkansas is hereby amended

"Sec. 953. FEES - RECORD OF INSPECTION. - For such in-
spection said inspectors shall collect the following fees::
For grown cattle and yearlings, twenty -five cents each. For
calves, sheep, hogs, goats and other small animals, fifteen
cents each, and shall pay all funds derived therefrom over to
the city collector, who shall place the same to the credit of
the inspection fund. Provided that if any individual, firm
or corporation shall slaughter for inspection more than 500
calves, hogs, sheep, goats or other small animals within one
calendar month, the inspector shall collect a fee of ten cents
in lieu of the fee hereinbefore set out for such inspection.
Provided that if any individual, firm or corporation shall
slaughter and have inspected more than one hundred of grown
cattle in any one calendar month, the inspector shall collect
a fee of fifteen cents in lieu of the fee hereinbefore set
out for such inspection. Provided, however that any person,
firm or corporation subject to the payment of the above
mentioned inspection fees may at its option pay to the city
for such inspection the sum of $750900 per annum which shall
be payable annually in advance; and such sum of $750.00, when
paid, shall be in lieu of the inspection fees for the particu-
lar calendar year hereinabove set forth; and all moneys so
received and placed shall be deposited to the credit of the
inspection fund. The inspector shall keep a record of all
animals inspected by him, give description, marks of identi-
fication and owner, and file the same at the end of the month
with the city collector."
SECTION 2. Section 954 of Brickhouse and Castle's Digest of the
Ordinances of the City of Little Rock, Arkansas is hereby amended to
read as follows s

"Sec. 9549 PERSON, FIRM OR CORPORATION TO FURNISH ASSISTANTS.
- Any person, firm or corporation who pays the sum of $750.00
annually in lieu of other inspection fees for the calendar year
shall furnish, at its expense, to the city inspector, whatever
assistants are necessary to facilitate all handling, inspeeton
or disposal of carcasses, meat or meat products in its estab-
lishment*"
SECTION 3. Section 956 of Brickhouse and'Catle's Digest .of the
Ordinances of the City of Little Rock, Arkansas is hereby amended to
read as follows:

SECTION 5. Because at the present time the fees charged for
the inspection of slaughtered meat animals are the subject of con-
troversy and dispute; and because said fees as now charged do not
originate adequate revenues for the purpose of carrying on an
adequate inspection program; and because the public health is
greatly endangered by any lack of an adequate meat inspection pro -
thereby protect the public health, an emergency is hereby declared
to exist and this ordinance being necessary for the preservation of
the public peace, health and safety, shall be in full force and effect
from and after its passage.
