WHEREAS, the Little Rock Municipal Water Works proposes to install a sixteen inch (1611) and twelve inch (12 ") water pipe line extending from its Filter Plant west in "H" Street, thence across Allsopp Park, thence along Fairview, Ash, North Lookout, and Jackson Streets, terminating at Jackson Street and Kavanaugh Boulevard. NOtiN THERE�'CRE, BE IT ORDAINED BY TBE CITY COUNCIL OF TH ROCK: E CITY OF LITTLE Section 1. That the City of Little Rock hereby grants to the Little Rock Municipal Water Works a six foot (6') easement across Allsopp Park to construct a sixteen inch (1611) water main. The easement shall begin at a point on Cedar Dill Road 727 feet due west of the center of the intersection of Pine and "H" Streets, thence continue in a westerly direction for a distance of approximately 784 feet, ending at a point on Fairview Road 747 feet southeast of the center of the intersection Of South Lookout and North Ash Streets, as shown on plat KkkjLx xkxk§LXXkgLX this day filed in City Clerk's Office. Section 2. That the said water line shall be constructed underground on the center line of said easement. Section 3. That the Little Rock Municipal Water Works is hereby order- ed and directed to install fire hydrants connected to the proposed pipe line at the following locations; "F" and "H" and "H" and "H" and "H" and F i Martin Streets Valmar Streets Oak Streets Pine Streets Cedar Streets a rview Road, 2 blks, east of So. Lookout Fairview Road, 1 blk. east of So. Lookout North Lookout and Palm Streets North Lookout and Monroe Streets Jackson and "I" Streets Jackson and Kavanaugh Streets Section. 4. That these govern as set forth in dated February 1, 1936 February 28, 1936, and March 22, 1939, and as June 10, 1940. hydrants are ordered and rates for same shall Section 1, Article 3, of the Trust Indenture, and approved by City Ordinance No. 5316, passed as amended by City Ordinance No. 5712, passed amended by City Ordinance No. 5914, passed Section 5. That all ordinances or parts of ordinances in conflict here- with are hereby repealed only insofar as they conflict with this Ordi- nance. Section 6. Craig, Chairman Parks Committee Little Rock City Council Little Rock, Arkansas Dear Mr. Wassell, and Dear Mrs. Craig; I am addressing this letter to you as Chairman of your respective Committees, since the subject is two- fold and of mutual interest to both Committees. On engineering and factual data that was sub- mitted by this Department, the War Production Board has authorized the construction of a reinforcing line to the Pulaski Heights Section of the City, and due to the ship- ping schedule of the pipe line materials a contract for the construction must be awarded on or before March 2nd. The route of this proposed line crosses Allsopp Park, from a point on Hill Road to a point on Fairview Road. The question of securing a right -of -way for this pipe line across Allsopp Park was taken up with Mr. Powers, City Engineer, who in turn discussed it with Mr. Jacoway, and it was the City Attorneyts opinion that the granting of a right -of -way should be in the form of an ordinance. By crossing the Park, a considerable saving in construction expense is made, and further there are some advantages in having water available in City Parks for future use and development. Although this line is principally a primary feed- er to reinforce the Section, it happens to traverse a route where additional hydrants would be desirable. In company with Fire Chief Carmichael, and Manager Suter of the Arkan- sas Fire Prevention Bureau, a field inspection was made, and Mr. S. M. Wassell and Mrs. Chas. J. Craig Page 2 Jan. 26, 1945 it was agreed that eleven hydrants would be desirable along the route of this pipe line. Since it has been the practice to install hydrants only by City Ordinance, this subject is also included in the Proposed Ordinance. In view of the time element action on the granting of the right -of -way and the approval of eleven fire hydrants should be made before the contract is awarded. I am taking the liberty of sending a copy of this letter to each member of your respective Committees, and if you think a joint meeting is necessary to discuss this fur- ther, I would be glad to attend.
