ORDINANCE NO. 678g
AN ORDINANCE ATTACHING AND INCORPORATING CERTAIN ANNEXED TERRITORY TO
VARIOUS WARDS OF THE CITY OF LITTLE ROCK, ARKANSAS; DECLARING AN
EMERGENCY, AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS;
SECTION 1. There is hereby attached to and incorporated into
the Eighth :lard of the City of Little 11ock, Arkansas, the territory
recently annexed to the City of Little Rock, Arkansas; said territory
being more particularly described as follows;
Those lands lying south of the Arkansas lover and between
the former limits of the City of Little Rock, Arkansas
(prior to the order of annexation entered by the Second
Division of the Pulaski Chancery Court on or about October
6, 1944, and affirmed by the Arkansas Supreme Court in the
case of Chastain vs. City of Little Rock; said opinion being
delivered February 5, 1945) and the followinm limits=
1. Beginning at a point on the former boundary of the City
of Little :ock, such point being the intersection of the
center line of Lee Avenue with the center line of Hayes
Street, thence south along the center line of Hayes Street
for a distance of approximately 2640' to the intersection
of the center line of Hayes Street with the center line of
West Capitol Avenue extended, such point being on the former
boundary of the City of Little hock.
2. Also beginning at a point on the former boundary of the
City of Little hock, such point being the intersection of
the center line of 'lest 8th :street with the center line of
Fair Park Boulevard, thence south along the center line of
Fair Park Boulevard to the center line of :Vest 12th Street,
thence west along the center line of "-lest 12th Street to the
center line of Taylor Street, thence south along the center
line of Taylor Street to the center line of West 16th Street
thence west along the center line of -.q'est 16th Street to the
center line of Buchanan Street, thence south along the center
line of Buchanan Street to the center line of ',`Jest 20th Street,
thence east along the center line of 'lest 20th Street to the
center line of Filmore Street, thence south along the center
line of Filmore Street to the center line of West 28th Street,
thence east along the center line of -sdest 28th Street to the
center line of Taylor Street, thence south along the center
line of Taylor Street to a point on the north boundary line
of Toska Leymer Addition, in the Northwest 1/4 of Section 18,
Township 1 North, Range 12 3' -est,- such point being 20' east
and approximately 15 feet south of the Southeast corner of
Lot 6, Block 16, C.O. Brack Addition, in the Northwest 1/4
of Section 18, Township 1 North, Range 12,'iest; thence in a
generally southeasterly direction to the center line of Asher
Avenue with its intersection with the center line of Taylor
Street, thence in a generally southeasterly direction along
the center line of Taylor Street, to the center line of 'vilest
34th Street, in Ruebel and Leymer's Addition, in the North-
east 1/4, Southwest 1/4 of Section 18, Township 1 North,
Range 12 West; thence in a generally northeasterly direction
along the center line of 'r:est 34th Street to the west line
of the Southeast 1/4, Northeast 1/4 of Section 18, Township
1 North, Range 12 ',est; thence in a generally northeasterly
direction to the Southwest corner of Lot 14, Block 7, Renmiel
Addition, such corner being on the north right -of -way line of
the Ti.'.issouri Pacific Spur; thence along the south line of
Blocks 7,8,9,10 and 11 to the southeast corner of Block 11,
all in 'emmel's Addition, thence north along the west right -
of -way line of Elm Street to an intersection of the south
line of the ?Northwest 1/4, Northwest 1/4 of Section 17, town-
ship 1 North, mange 12 'Nest; thence east along the south line
of the North 1/2, North 1/2 of Section 17, Township 1 North,
Range 12 'nest, to the former boundary of the City of Little
Rock.
SECTION 29 There is hereby attached to and incorporated into
the Seventh '.yard of the City of Little .'.ock, Arkansas, the territory
recently annexed to the City of Little Pock, Arkansas; said territory
being more particularly described as followst
Those lands lying south of the Arkansas River and between
the former limits of the City of Little Rock, Arkansas
(prior to the order of annexation entered by the Second
Division of the Pulaski Chancery Court on or about October
6, 1944, and affirmed by the Arkansas Supreme Court in the
case of Chastain vs. City of Little ::ock; said opinion being
delivered February 5, 1945) and the following limits:
1. Beginning at a point on the former boundary of the City
of Little Dock, such point being on the west line of the
Northeast 1/4 of Section 13, Township 1 North, Range 12,
Iffest, at the intersection of said ,zest line with the center
line of East Roosevelt Road extended, thence east to the in-
tersection of the center line of oosevelt load extension,
with the east right -of -way line of Frazier Pike, thence east
along the center line of East :goosevelt toad extension to
the center line of Factoria Avenue, thence north along the
center line of ;Factoria Avenue to the center line of East
17th Street, thence east along the center line of East 17th
Street to the center line of Lawson Street, thence north
along the center line of Lawson Street to the center line
of East 10th Street, thence west along the center line of
East 10th Street to the center line of Union Street, thence
north along the center line of Union Street to the right
descending bank of the Arkansas jiver.
SECTION 3. Because at the present time the above described
lands have not been assigned to any ward, and because there is great
confusion thereby as to matters of representation in the City Council
and as to government of the areas affected; and because there is
great confusion regarding voting by persons in the areas involved
and because all of this is foreign to orderly representative govern-
ment and should be corrected immediately, an emergency is hereby
declared and this ordinance is found to be necessary for -the preserva-
tion of the public peace, health and safety and shall be in full force
and effect from and after its passage.
