AN ORDINANCE PROHIBITING HORSE BACK RIDING IN FAIR PARK; DECLARING-
AN EMERGENCY, AND FOR OTHER PURPOSES.

SECTION 1. From and after the effective date of this-

ordinance shall, on conviction, be punished by a fine of not

SECTION 3. Because persons at the present time are riding
horses at unreasonable rates of speed through Fair Park and. are

Little Rock, including many small children who ar -e present in
Fair Park, and because this condition is dangerous to the welfare
of the community and should be corrected at once, an emergency is
hereby declared to exist, and this ordinance is found to be necessary
for the preservation of the public peace, health and safety and
shall be in full force and effect from and after its passage.
