CITY TREASURER; AND FOR OTHER PURPOSES.
WH1.R EAS, Cn September 24, 1945, H. A. Bailey, of 4020
South Lookout Street, Little Rock, and Roy Prewitt, Little Rock,
discovered the possibility of making a. lake out of the one - hundred-
year -old Fourche Creek Bottom, a health menace, and, after a report
by L. A. Henry, consulting engineer, was filed with tnem, a com-
mittee, hereinafter named, at their request, set out to raise
funds, to aggregate not less than 01,000,000.00, to build the lake
if it be found to be feasible; and
WHEREAS, In ready response to the solicitation of the
Committee the following civic - minded citizens, visualizing the
benefits to the City which may possibly accrue from such a recrea-
tional facility, a lake of approximately four thousand acres, being
substantially six and one -half miles in area, have generously dona-
ted a fund to the City of Little Rock for purposes in furtherance
of said project, including (1) the making of such studies, surveys,
tests, etc., as shall be requisite in order definitely to deter-
mine the feasibility, cost, and desirability of the project and
(2) the commencement, with as much of said fund as shall not be
requisite for the making of such determination, of a fund for the
planning, completion, management, and operation of the project,
the total amount already donated being 11.300.00 and the
names of the donors being:

WHEREAS, The fund so donated is immediately available
for appropriation to the Committee heretofore appointed by the
Mayor and referred to in Resolution Igo. 1095, adopted and approved
October 22, 1945, (being the Committee hereinabove referred to as
"the Committee ") said Committee being composed of H. A. Bailey,
4020 South Lookout Street, as chairman, and of gars. Louise
Loughborough, J. H. Penick, Roy Prewitt, and P. A. Dulin, Jr.,
as members, for expenditure in accordance with the purpose for
which it ?4Tas donated; and
WHEREAS, It is anticipated that other public - spirited
citizens will from time to time be desirous of donating to the
City moneys for use in making the determination of the feasibil-
ity, cost, and desirability of the project or moneys for use in
planning, constructing, managing, and operating the project;
BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARSANSAS:
SECTION 1. The sum of 11,300-00 is hereby appro-
priated out of the General Funds of the City of Little Rock for
payment to the said Committee (the appointment and the membership
of which are hereby approved and confirmed and which shall hence-
forth be known as the "Lake Fourche Committee "); and the Yayor
and the City Clerk are hereby authorized and directed to issue
and deliver to the chairman of the committee the warrant of the
City in said amount, drawn on the General Funds of the City of
Little Rock and payable to tr-e order of the Lake Fourche Committee.
SECTION! 2. The money appropriated by Section 1 of this
ordinance shall be used by the Lake !Fourche Committee in further-
ance of the poi .,Ters granted to said Committee by said Resolution
NTo. 1695 or for any purpose pertaining to the determination of
the feasibility, cost and desirability of the project, including
the making of such studies, surveys, tests, etc., as in the judg-
ment of the Com-rAttee may be requisite or convenient to the deter-
mination of the feasibility, cost, and desirability of the project.
SECTION 3. In the evert treat at any time or from time
to time prior to the making by the Committee of the determination
referred to in Section 2 of this ordinance, the Committee shall
have opportunity to receive additional donations for the purpose of
tine ;Waking of such determination or donations for use in construc-
ting, managing, and operating said project it shall receive and
receipt in the name of the City therefor. "or the purpose of
receiving such Funds the Committee is hereby designated as the agent
of the City. Upon the receipt of any donated moneys for use In the
making of such determination, the Committee shall deliver the same
to the City Treasurer for deposit in a fund, hereby created in the
offices of the City Treasurer to be known as the "Lake Fourche
nund - Preliminary Costa "; and upon the receipt of any donated
mioneys for use in the furtherance of the construction, management
and operation of the project, the same shall be delivered to the
City Treasurer and by him deposited in a_ fund which is hereby
created in the office of the City Treasurer and which shall be
knouTn as the "Lake Fourche Fund". No moneys deposited in the
latter fund or delivered to the City Treasurer for deposit in said
fund shall ever be appropriated to or used for any purpose other
than the furtherance of the planning, construction, management, and
operation of said project.
