6867ORDINANCE NO. --- AN ORDINANCE RE(JTIRING THE REGISTRATION OF CERTAIN SALES�,`EN, FIXING PENALTY FOR VIOLATION, AND FOR OTHER PURPOSES. 7-11HEREAS: Various solicitors are on the Streets and in the residential neighborhoods of the City of Little Rock, and, VTWEREAS: Said solicitors are frequently unfit and dangerous to the neighborhoods in which they operate, and, OMBREAS: Many criminals are encouraged to hold themselves cut as solicitors while preparing to commit crimes and depre- dations against persons and property in the City of Little Rock, and, WHEREAS: The safety of the Citizens requires that they be protected from such dangers, now therefore, BE IT ORDAINED BY THE CITY COUNCIL OF "LITTLE ROCK, ARKANSAS: SECTION 1. From and after- the passage of this Ordinance it shall be unlawful for any person to make solicitation in the City of Little Rock for the sale of any commodity or thing of value unless such person has first registered with the Chief of Police, his name, the commodity or thing of value offered for sale, his expected address from time to time while in Little Rock, and any other similar, pertinent information that the Chief of Police may from time to time require. Upon such registration, the Chief of Police shall issue to the solicitor in question a certificate evidencing the fact of registration, 1.1 041. 4 . - - - -- The Chief of Police is authorized to refuse to issue a permit for solicitation to any person, for cause in the Chief's opinion, who is dangerous or morally unfit to make solicitation in this City. SECTION 2. It is hereby declared to be a misdemeanor for any person to make solicitation within the City of Little Rock for the sale of any thing or commodity of value without first registering with the Chief of Police as provided in Section 1 of this Ordinance, and without obtaining permit mentioned in Section 1 of this Ordinance. Any violation of this Ord; nance shall on conviction be punished by a fine of not less than Five Dollars ($5.00) or more than Two Hundred Fifty Dollars ($250.00), or imprisonment for not less than one (1) day nor more than sixty (60) days, or both fined and imprisoned.
