7042ORDINANCE NO. _701 2 _ AN ORDINANCE AIJENDING STJBPABAGRAPH ((,) , PARAGRAPH 2 OF SECTION 83, OF ARTICLE 8, OF ORDINANCE 4866, AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. Subparagraph (6) , Paragraph 2 of Section 83 of Article 8 of Ordinance 4966 of the City of Little Rock, is hereby amended to read as follows: "(C) For residential buildings not exceeding one story in height, foundation may consist of hard burned brick, stone or concrete piers of proper strength, smith curtain walls between piers not less t;an 4 inches thick of hard burned brick, tile or concrete. All footings shall bear on undisturbed soil, shall be designed to distribute sufficiently the superimposed. load to particular type soil on which they bear. 'When soil conditions prevent sharp cut trenches for footings, side forms shall be used. Footings will not be required under foundation walls 16 inches or more in thickness where soil is hard -pan, or well drained, firm and undisturbed. In all other cases, footings of poured concrete will be required. Excavations for all foundations shall extend to solid ground. If, upon excavation, other than solid ground is encountered, the footing shall be redesigned and details of same shall be submitted to the Building commissioner for his approval. Depth of excavating for trench walls and piers shall not be less than 16 inches below finished grade. The minimum dimensions of footings will be as follows: Under curtain walls and under 1 -story frame dwellings containing no basement; thickness 6 inches; projection 3 inches on each side wf wall. Under all other frame dwellings and under 1 -story masonry dwellings; thickness 8 inches; projection 4 inches on each side of wall. Under masonry dwellings more than 1 story in height; thickness 12 inches; projection 6 inches on each side of wall. Under masonry or poured concrete piers supporting exterior walls: 12 inches thick; projection on each side 6 inches; area 4 sq. ft. Under masonry or poured concrete piers supporting sub - sills bearing partitions or stiffeners: B inches thick; protection on each side 4 inches: area 3 sq. ft. Under posts and columns: Thickness 12 inches; size 2 by 2 feet. Under chimneys for 1 -story dwellings: thickness 10 inches; projection on all sides r, inches. - 2 - Under chimneys for dwellings more than 1 storv: thickness 12 inches; projection on all sides 6 inches. Footing drain tile, where used, shall be covered with 12 inches of porous material such as gravel, etc., with provisions for draining water away from the - building by connecting the to dry well, sewer or by other means. Foundation falls. In no case shall the foundation wall thickness be less than that of the wall supported. The following minimum requirements for foundation thrall thickness shall apply: 6 -inch thickness: poured concrete, supporting 1 -story wood frame dwelling without basement One -story wood frame dwellings without basements may be constructed of 8 by 16 -inch piers at 8 -foot inter- vals with 4 -inch curtain walls constructed between piers and securely bonded to the piers. 8 -inch thickness: for all other poured concrete walls. 8 -inch thickness: for masonry unit walls which extend not more than 7 feet below outside finished grade. Maximum total height of the foundation wall and wall supported, 35 feet. 12 -inch thickness: for masonry unit walls which extend more than 7 feet below outside finished grade. 16 -inch thickness: for all rubble stone foundation walls. Where foundation walls are built of hollow units, the top course shall be of solid masonry units or solid masonry material and shall be not less than 4 inches in height. The joints on both sides of the wall shall be filled and pointed solid with mortar. Pilasters not less than 4 by 12 inches shall be con- structed to form piers under the ends of all girders framing into 8 -inch -thick foundation walls built of masonry units and poured concrete walls less than 8 inches in thickness and shall be bonded into the wall. Pier construction shall be as follows: When the foundation walls are of hollow concrete block construction, the top 8 inches of the pier shall be of solid masonry material. o'hen the foundation walls are of load- bearing structural clay tile, the pier shall be constructed of brick ex- tending from footing to girder. Foundation walls supporting masonry veneered wood frame walls shall be increased to full thickness of the veneer and in no case shall the foundation wall thickness be less than 10 inches for its full height. A minimum thickness of 8 inches may be used provided 4 by 16 -inch masonry pilasters are added to the wall at 8 -foot inter- vals. - 3 - Foundation walls supporting frame construction shall extend not less than 8 inches above the adjoining outside finish grade. All masonry chimneys shall have foundations of masonry or concrete which shall extend down to the level of footing of main foundation walls surrounding the area where the chimney is located, and where chimneys occur in outside walls or inside bearing walls, the footing shall be bonded with the wall footing. Dwellings constructed on concrete slabs on ground will be acceptable when approved by the Building Commissioner. The preparation of the slab bed and the construction of the slab shall be in accordance with the requirements of the BuildinE Commissioner. An opening of not less than 2 by 2 feet shall be in- stalled to provide access for inspection and repair in each unexcavated space under wood and metal floor con - struction, and under concrete slabs where piping, duct work, etc., requiring periodic inspection or repairs are located. Foundation wall vents proportioned on a basis of 2 square feet for each 25 lineal feet of exterior wall shall be installed for ventilating all unexcava.ted spaces and each space shall have at least two vents. Noncorrodible screening of not over 4 inch mesh shall be installed in each opening. Foundations for areaways, porches, steps and-terraces shall be adequately bonded or anchored to main walls. A minimum distance of 16 inches between finished grade and bottom of floor joists shall be required on all residences except concrete slab construction. All stumps, roots, rubbish, and debris shall be ren.oved before subfloor is laid. Stumps shall be cut off a distance of 12 inches below finished grade. All persons, firms, or corporations constructing new buildings, residences, or outbuildings within the City of Little Rock shall be required to notify the Building Corsnissioner when excavations for footings have been completed and they are ready to pour or construct such footings, in order that an inspection can be made before the work progresses further." SECTION 2. All ordinances and parts of ordinances in conflict herewith are hereby repealed, and this ordinance shall be in full force and effect from and after its passage.
