AN ORDINANCE PROVIDING PARKING LIMITATIONS ANY P1114-CE ON THL STREETS OF' THE CITY OF
LITTLE ROCK IN SO FAR AS THEY APPLY TO WORLD VfAR II VETERANS WHO IVI E LOST THE USE
OF ONE OR BOTH LEGS AT OR ABOVE THE ANKLE.
BE IT ORDAINED BY THE CI'T'Y COUNCIL OF LITTLE ROCK, ARXANSAS:
SECTION 1. For the purpose of preventing the imposition of hardships
upon those veterans who have sacrificed their health in the service of their country,
it is hereby decreed that those ordinances of the City of Little Rock# which impose
time limitations on parking at any place on the streets of said city, are hereby re-
pealed insofar as they apply to veterans of World Naar iI who, as a result of their
service, are entitled under federal laws to compensation for the loss, or loss of
use, of one or both legs at or above the ankle.
SEC^1ION 2, The City Collector sht.11 provide windshield stickers for the
purpose of identifying automobiles owned by, operated by, or operated primarily for
the use of such veterans. Such stickers will be issued annually without charge to
any veteran upon presentation of a statement from the Veterans Administration that
he (or she) is eligible as provided in paragraph (1) above, and shall be affixed
permanently to the inside surface of the lower right -hand corner of the windshield
of the automobile owned by, operated by, or operated primarily for the use of such
veteran. Upon transfer of the ownership of the automobile to another person, the
sticker must be destroyed, but a replacement may be issued upon presentation of a
signed statement testifying to the destrubtion of the original sticker.
SECTION 39 Identifying stickers shall not be transerable, and any person
convicted of fraudulently obtaining or using such a sticker for the benefit of an
ineligible person shall be fined not less than five dollars nor more than fifty
dollars for each and every separate offense, provided: that an automobile identi-
fied as described above, but operated by another person for the benefit of an
eligitle veteran, may be parked in a time limitation zone for the purpose of pick-
ing up or discharging an eligilbe veberan, when necessary to avoid forcing said
eligible veteran to walk a longer distance.
SECTION 4. The foregoing exemptions from time limitations upon parking
shall also be applied to any future ordinance which may be enacted with respect
to the payment of fees by means of parking meters.
SECTION 5. Nothing in this ordinance shall be construed as permitting
any person to park in front of a fire station or in any other danger zone, or in any
manner so as to creat a hazard to life and property. Members of the police department
are enjoined to use courtesy and tact in carrying out and observing the provisions
of this ordinance, and snall be encouraged, when necessary for the safety and convenience
of all disabled veterans, to grant such additional privileges as may be consistent with
public safety.
