Every personrrbquired to obtain a permit from the Iir -Collector of the City of Little Rock under the-provisions of Ordiaanot No. 2811 and No. 3861 shall Pay 'to the'City Collector a promise inspection fee of Two Diollars and Fifty Cents ($2.50) not later than the 10th of June of each .and every year thereafter. SECTION 3.
