7365f� ORDINANCE N0. 7365 -AN ORDINANCE PROHIBITING CIRCUSES, CARNIVALS, OR IWOR-OUTDOOR ENTERTAINMENT OF LICE CHARACTER FROM BEING EXHIBITED OR CONDUCTED IN THE CITY OF LITTLE ROCK, ARKANSAS 15 DAYS PRIOR TO THE OPENING OF AND DURING THE SHOW OF THE ARKANSAS LIVESTOCK SHOW ASSOCIATION IN EACH CALENDAR YEAR; DECLARING AN EMERGENCY, AND FOR OTHER PURPOSES. cm WHEREAS, The Arkansas Livestock.Show, Association proposes to invest large suss of money in order to conduct annually in Little Rock, Arkansas, a livestock show and in promoting throughout the State of Arkansas an expanding interest in better livestock, and WHEREAS, this program will benefit the people of the City of Little Bock substantially and will advance the best interest and education of the people of Little Rock and the State of Arkansas, and SAS, this program depends in large measure for its success upon sue- easefully conducting a livestock show annually in the City of Little Rock, which show should not be required to compete with circuses, carnivals, or major out- door eutertainment>of like character operated for profit, now therefore BE IT ORDAINED BY THE CITY COUNCIL OF LITTLE ROCK, ARKANSAS: SECTION 1. It is hereby declared to be unlawful for any person, firm or corporation to hold or conduct any circus, carnival, or major outdoor entertain- ment of like character, operated for profit, in any portion of the �C/ity of Little 1!f- 0AYs Norio r fa Ad A 0on1�q, artd cidr/nf f& W09K o f •pQ,. Bock, Arkansas, , in each calendar year, and the �y- 7 City Collector is hereby forbidden to issue a license authorizing the operation of } any circus, carnival or major outdoor entertainment of like character, operated for profit, in any portion of the City of Little Rock during said period of time except concessions now operated in the City owned parks of the City of Little Rock or concessions that may hereafter be operated by the City of Little Rock in the City owned parks. SECTION 2. Violation of Section l of this Ordinance shall constitute a o misdemeanor and shall be punished by a fine of not less than $25.00 nor more than s $300.00 and each day that said violation continues shall constitute a separate offense. SECTION 3. Because the successful operation of a state livestock show in the City of Little Rock is vital to the education and economic wellbeing of the people of the City of Little Rock and of the State of Arkansas and because such annual livestock show cannot be successfully conducted if it is required to I d 3 compete with circuses, carnivals, or major outdoor entertainment of like character# operated for profit, and because there is great danger and imminent likelihood that such competitive entertainment will be held unless restrained by this ordinance, an emergency is hereby declared to exist, and this ordinance is found to be necessary for the preservation of the public peace, health and safety and the same shall be in full effect and force from and after its p *s`sage • PASSED: Auzist 11, 1,947 APPROVED: Mayor.
