AN ORDINANCE AUTHORIZING THE SANITATION DEPARTMENT TO COLLECT GARBAGE,
WITHIN A ONE -HALF MILE RADIUS OF THE CITY LIMITS OF-THE CITY OF LITTLE
ROCK, FIXING THE FEES THEREFOR, AND FOR OTHER PURPOSES.
WHEREAS, In certain areas adjacent to but outside of the
limits of the City of Little Rock there are no adequate facilities
for the collection of garbage, and
WHEREAS, It would be to the benefit of the citizens of the
City of Little Rook to eliminate the health hazards caused by the
presence of said garbage adjacent to the City,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
LITTLE ROCK:
SECTION 1. The Sanitation Department with the approval of
the Sanitation Committee of the City Council are authorized to collect
garbage in areas adjacent to the City of LittleRock, and for said
services collect fees as follows:
(1) For the purpose of this ordinance, the calendar year
is divided into four quarters, the first quarter covering the months
of January, February and March, the second quarter covering the
months of April, May and June; the third quarter covering the months
of July, August and September; the fourth quarter covering the months
of October, November and December.
(2 ) A fee of One Dollar and Fifty Cents ($1-50) per
quarter or fractional part of a quarter, payable in advance, is here-
by levied for each single family dwelling house actually occupied as
a residence.
(3) A fee of One Dollar ($1.00) per quarter, payable in
advance, is hereby levied for each unit of a multiple family dwell -
ing house actually occupied as a residence.
SECTION 2. Garbage within the meaning of this ordinance
shall be construed to include all rejected food waste.
SECTION 3. The occupants of every private and business
building shall provide a metallic can or cans with tight fitting
covers for the holding of garbage, and shall be placed at a point

on premises where the garbage collector can conveniently have
aeoess to same. Garbage cans must not be larger than 20 gallon
capaoity, and shall have handles suitable as aids in loading the
cans.
SECTION 4. All garbage must be drained of liquid sub-
stances before same is placed in garbage can.
SECTION 5. This ordinance is a service offered certain
citizens outside of the city but in areas adjacent thereto and per-
formed at the option of the City where practicable and convenient,
and can be performed without materially affecting the efficient
garbage collection system now in operation and do not give any
person, firm, or corporation any vested right to demand the removal
of garbage by the Sanitation Department of the City of Little Rock.
Provided further that the Sanitation Committee cannot authorize the
collection of garbage at a distance greater than one -half mile
beyond the city limits of the City of Little Rock.
SECTION 6. Unless the provisions of this ordinance are
put Into effect immediately the public peace, health and safety of
the citiaans of :the City of Little Rock will be adversely affected,
therefore, an emergency 1s hereby declared to exist and this
ordinance shall be in full force and effect from and after its
passage and approval.
