ORDINANCE NO. 7451
AN ORDINANCE DECLARING THE DISTRIBUTION AND SALE
OF NATURAL GAS TO DOMESTIC AND COMMERCIAL CONSUMERS
WITHIN THE CITY OF LITTLE ROCK, ARKANSAS TO BE A
PRIVILEGE; FIXING THE LICENSE THEREFOR; AMENDING
ALL CONFLICTING ORDINANCES OR PARTS THEREOF, AND
FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LITTLE ROCK,
ARKANSAS:
SECTION 1. The business of distribution and sale of natur-
al gas to domestic and /or commercial consumers within the City
of Little Rock, Arkansas, is declared to be a privilege and
all persons, firms and /or corporations so engaged shall pay for
said privilege the annual license tax set forth and fixed in
Section 2 hereof.
SECTION 2. There is hereby levied as an annual license
tax for said privilege the sum of $55,000.00, which shall be
due and payable in equal quarterly installments on the first
days of January, April, July and October of each of the years
1948, 1949, 19509 1951 and 1952. The said tax shall be in lieu
of all other licenses, taxes or impositions (other than the usu-
al general or special ad valorem taxes) which might be imposed
by the City of Little Rock under authority conferred by law).

SECTION 3. Any person, firm and /or corporation engaging
in the business hereinabove specified without paying the quarter-
ly installments of said tax within thirty (30) days after writt-

en notice by the City)t0krj*xthat they are respectively, due shall
be deemed guilty of a misdemeanor, and upon conviction thereof
shall be fined in any sum not less than $250.00 nor more than
$500.00; and each day that such default continues shall constit-
ute a separate offense.
SECTION 4. All ordinances or parts of ordinances in conflict
herewith, including Ordinance No. 5751 and Ordinance No. 7159,
are hereby amendedto conform to the provisions of this ordinance.

SECTION 5. In view of the fact that the depleted con-
dition of the City's finances necessitates curtailment in
police, fire and health protection, and in other municipal
services, and of the fact that the situation demands an immed-
iate increase in the level of privilege taxes payable to the
city, an emergency is hereby declared to exist and this ordin-
ance shall be in full force and effect from and after its
passage and approval.
